City of Loves Park Codes & Regulations Committee met Aug. 5.

Motion to Approve Minutes of July 15, 2024 by:_Ald. Owens , Second Ald. Schlensker , Vote: 4-0

Old Business – NONE

New Business - 1) Special Event Permit - K-Cancer Baseball NFP (Peak Sports Club, August 30 – 31, 2024): Mark Seibold appeared to discuss the Warrior Foundation and its history with having outdoor events to benefit adolescent cancer patients. A number of events will occur over the 24 hour period (7 pm – 7 pm), including a 30 mile overnight run and others, the main event on the 31st will be a 5K run starting/ending at this location, as well as other attractions (bouncy house, therapeutic horses to visit). The operation of the 5K will require temporary road closures (Perryville and Nimtz intersection). The horses (an addition to the petition) would be available for participants, and concerns were raised as to the best method to allow for such addition. Attorney Galluzzo reminded the applicant that any approvals provided via this process would be applicable only to activities in Loves Park. After discussion, it was decided that approval would be allowed provided that 1) the applicant communicate with police to coordinate needs for the road closure and 2) the horses would be placed in a location away from crowds, consistent with any requirements of police and/or fire, would be allowed with continuous supervision and care by the applicant and subject to the consent of the landlord (who has approved the event but not the involvement of horses). 

Motion to approve the application as stated above by Ald. Little , Second by Ald. Owens, Vote:_4-0__ 

2) Special Event Permit – Girl Scouts of Spring River, Trunk or Treat (100 Heart Blvd., October 19, 2024): Representatives of the applicant attended the meeting and asked to return after a successful event last year. Coordination with city personnel for use of the civic center (electrical, bathrooms, etc.) will be necessary and is understood by the applicant. Schematic provided demonstrates vehicle traffic shall be diverted to ensure walking traffic in the parking area will be protected (as in the past). 

Motion to approve the application as stated above by Ald. Owens , Second by Ald. Schlensker, Vote:_4-0__
