Mayor Gregory Jury called the meeting to order at 6:00 p.m.
Pastor Anthony Maynard of First Born Ministries opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES
The Journal of Proceedings for the regular meeting of July 15, 2024, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. 3. SPECIAL EVENT PERMIT APPLICATION FOR VFW POST 9759
Received a Special Event Permit application for VFW Post 9759, 2018 Windsor Road, to hold a fundraiser event with amplified music on September 21, 2024 from 11:00 a.m. to 11:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.
Alderman Thompson of the Codes and Regulations Committee moved to approve the Special Event Permit application for VFW Post 9759, 2018 Windsor Road, to hold a fundraiser event with amplified music on September 21, 2024 from 11:00 a.m. to 11:00 p.m. Second by Alderman Allton. Motion carried by voice vote.
4. SPECIAL EVENT PERMIT APPLICATION FOR OKTOBERFEST
Received a Special Event Permit application and fee waiver request for the German Society of Rockford to hold their annual Oktoberfest at Loves Park City Hall, on September 28, 2024 from 11:00 a.m. to 11:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.
Alderman Thompson of the Codes and Regulations Committee moved to approve the Special Event Permit application and fee waiver request for the German Society of Rockford to hold their annual Oktoberfest at Loves Park City Hall, on September 28, 2024 from 11:00 a.m. to 11:00 p.m. and suggested that the Insurance certificate included with the application be required. Second by Alderman Owens. Motion carried by voice vote.
5. SPECIAL EVENT PERMIT APPLICATION FOR GLOW IN THE GARDEN 5K RUN Received a Special Event Permit application for Nicholas Conservatory to hold the Glow in the Garden 5K Run on Friday, September 20, 2024, from 7:30 p.m. to 9:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.
Alderman Thompson of the Codes and Regulations Committee moved to approve the Special Event Permit application for Nicholas Conservatory to hold the Glow in the Garden 5K Run on Friday, September 20, 2024, from 7:30 p.m. to 9:00 p.m. Second by Alderman Owens. Motion carried by voice vote.
6. COMMERCE COMMISSION HEARING
Received a notice from the Illinois Commerce Commission of a hearing regarding Commonwealth Edison Company to be held on August 13, 2024, via WebEx. Placed on file.
7. NATIONAL NIGHT OUT
Mayor Jury announced that National Night Out will be held at Harlem High School on Tuesday, August 6, 2024, from 5:00 to 7:00 p.m.
8. RHYTHM OF THE HEART FESTIVAL
Mayor thanked everyone that sponsored, volunteered or participated in the Rhythm of the Heart Festival held last weekend. He indicated that attendance was 5,000 and the festival was a great success.
9. HARLEM GIRLS BOWLING TEAM
Mayor Jury welcomed Coach Jim Heathscott and the Harlem Girls Bowling Team who recently won the National Girls Bowling Championship. Mayor Jury presented the Girls Bowling Team with a trophy and congratulated them on their win.

Alderman John Jacobson presented the General Fund and all other bills dated August 5, 2024, in the amount of $647,752.84, and moved that they be paid. Second by Alderman Peterson. Alderman John Jacobson presented the Water Department bills dated August 5, 2024, in the amount of $934,315.98, and moved that they be paid. Second by Alderman Peterson. 22. SPECIAL EVENT PERMIT TRUNK OR TREAT
Alderman Thompson moved to approve a Special Event Permit for the Girl Scouts of Spring River to hold a “Truck or Treat” at Loves Park City Hall on October 19. 2024, from 3:00 p.m. to 5:00 p.m. Second by Alderman Owens. Motion carried by voice vote.
23. SPECIAL EVENT PERMIT ENDURANCE EVENT
Alderman Thompson moved to approve a Special Event Permit for the Warrior Foundation to hold an endurance event fundraiser at Peak Sports Club on August 30-31, 2024 including the use of 2 horses that shall be cared for by Bravehearts Therapeutic Equestrian Center. Second by Alderman Owens. Motion carried by voice vote.
24. ROCKFORD CHAMBER OF COMMERCE AGREEMENT
Alderman John Jacobson presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Mayor is authorized to sign an agreement for services with the Greater Rockford Chamber of Commerce. The annual cost for services shall not exceed fifteen thousand dollars ($15,000.00) Funds shall be drawn from Account No. 01-01-6496 (Economic Development). Second by Alderman Peterson. RESOLUTION NO. 24-058
25. INTERGOVERNMENTAL AGREEMENT WITH ROCK VALLEY COLLEGE
Alderman John Jacobson presented the following Resolution of the City of Loves Park, Illinois authorizing an Intergovernmental agreement between the City of Loves Park, Illinois, and Rock Valley College regarding storage of a 1993 Pierce Pumper Fire Truck. WHEREAS, Article VII, Section 10 of the Constitution of the State of Illinois of 1970 authorizes units of local government to contract and associate among themselves to obtain or share services and to exercise, combine, or transfer any power or function, in any manner not prohibited by law or ordinance; and WHEREAS, the Intergovernmental Cooperation Act, 5 ILCS 220/1, et seq., as amended, provides that any power or powers, privileges, functions, or authority exercised or which may be exercised by a public agency of this State may be exercised, combined, transferred, and enjoyed jointly with any other public agency of this State; and WHEREAS, the City, in order to better serve the Citizens of the City and to provide for the common good, desires to allow Rock Valley College to store its 1993 Pierce Pumper fire truck used for training fire studies students at the fire station located at 5180 Rock Valley Parkway; and WHEREAS, City has sufficient space to accommodate the truck without impacting fire operations; and WHEREAS, the City views the training of new firefighters as a potential benefit to the City and to the region as a whole. NOW, THEREFORE, BE IT RESOLVED, by the Mayor and the City Council of the City of Loves Park, County of Winnebago and County of Boone, Illinois, that by the adoption of this resolution, that the Mayor and the City Council hereby agree as follows:
1. The foregoing recitals are incorporated herein and made a part hereof.
2. The City hereby approves and adopts the IGA attached hereto as Exhibit “A”, or one in substantially similar form, and authorizes the Mayor to execute the same on behalf of the City.
