City of Rockford Code & Regulation Committee met Aug. 26.

1. Committee recommends approval of the request for an honorary street name change on Foster Avenue from Green Street to Elm Street, renaming the street Izer Tilson Way. This request is being made in honor of Izer Tilson, who was a resident of Rockford for 62 years and who lived to be 108 years old. The Legal Director shall prepare the appropriate ordinance.
A MOTION was made by Ald. Bailey to APPROVE the request. The motion was SECONDED by Ald. Barrios. Ald. Bailey stated that he knows the Tilson Family, and that the Mr. Tilson, who is now deceased had previously received a proclamation from the City of Rockford. Ald. Bailey about the generosity that Mr. Tilson showed to young people as he helped to guide them through life. He further stated that he wished to honor him for helping the community.
The motion was CARRIED by a vote of 5-0.

Traffic Commission recommends that no action be taken on the following item:
1. A request to establish a “No Parking Any Time” restriction on the east side of Sexton Drive from Broadway to 75feet south of Broadway
Ald. Bonne made a motion to APPROVE the request. The motion was
SECONDED by Ald. Wilkins.
Ald. Hoffman informed the Committee that the subject street is in her ward. She stated that she was not able to attend the Traffic Commission meeting. She further explained that Sexton is a side street, and a resident has been parking a large box truck very close to the corner. The truck obstructs driver’s view who are trying to turn onto Sexton. She stated that she almost had a head-on collision for the reason stated. Ald. Hoffman further explained that the truck belongs to the residents that live in the house where the truck is parked. She is afraid that if nothing is done, there may be an accident. She requested that this item be sent back to the Traffic Commission for further review.
Jeremy Carter, Traffic Engineer for the City of Rockford commented that had Ald. Hoffman spoke at the Traffic Commission hearing and presented the evidence that she has, the outcome may have been different.
Ald. Bonne wanted to know if anyone has reported the truck. Ald. Hoffman said that she didn’t know.
Ald. Bonne and Ald. Wilkins WITHDREW their motions. A MOTION was made by Ald. Bonne to send the traffic item back to the Traffic Commission for further review. The motion was SECONDED by Ald. Torina, and CARRIED by a vote of 5-0.

A MOTION was made by Ald. Barrios to SUSTAIN ZBA. The motion was SECONDED by Ald. Torina.
Ald. Bonne wanted to know the original use for the subject building. Scott Capovilla, Planning and Zoning Manager for the City of Rockford, stated that the building was built as a church prior to becoming the Odd Fellow’s Lodge. The motion was CARRIED by a vote of 5-0.
Approval is subject to the following conditions:
1. Meet all applicable building and fire Codes
2. Seal coat and restripe the parking lot so the parking spaces are visible and meet code
3. Must provide maintenance to existing landscape units to include adequate watering, pruning, mowing, and removal of litter not only of the owner’s property, but also the area between the property line and the street curb or edge of pavement
4. Remove the abandoned freestanding sign along Forest Hills Road
5. Future signage must comply with current sign ordinance

Ald. Durkee wanted to why is a special use distinction is required. Mr. Capovilla responded that special use permits are required for all body art service businesses located within a commercial district. The motion was CARRIED by a vote of 5-0.
Approval is subject to the following conditions:
1. Meet all building and fire Codes
2. Submittal of building permits for Staff review and approval
3. Submittal of a business plan including day and hours of operation for Staff review and approval
4. Window display signage is limited to 20% of window area
5. The windows shall not be covered with bars or other devices that block the windows
6. There shall not be temporary exterior signage
7. The existing tattoo business must be closed prior to the opening of the new business
8. All conditions must be met prior to establishment of use

3. Submittal of elevations and dimensions of the solar panels for Staff’s review and approval
4. Submittal of fence permit for Staff’s review and approval
5. All conditions must be met prior to establishment of use

2. Submittal of revised landscape plan for Staff’s review and approval
3. Submittal of building elevations for Staff’s review and approval
4. Signage must comply with current sign ordinance
5. The addition of any future uses will be evaluated by the Zoning Officer for compliance with the Special Use Permit and may require a modification of Special Use Permit
6. The dumpster enclosure should be constructed of material consistent with the main building
7. Portions of the subject property are located within the floodplain and the applicant will need to work with the Department of Public Works for compliance

3. Submittal of a revised landscape plan that includes a Type A Buffer along Kilburn Avenue and building foundation landscaping south and west of the building with plant species and sizes for Staff’s review and approval
4. Submittal of a fence permit with fence details and rendering for Staff’s review and approval
5. Submittal of dumpster enclosure permit with dumpster detail and rendering for Staff’s review and approval
6. Submittal of a photometric plan with foot-candle readings to the property lines and cut sheets for any exterior lighting for Staff’s review and approval
7. Submittal of a business plan including day and hours of operation for Staff review and approval
8. Must develop building elevations in accordance with Exhibits J and K 9. Must obtain separate permits for signage and sign must be constructed to match building design and in accordance with submitted sign elevations
10. Must develop site in accordance with revised civil and landscaping plans approved by Staff
11. No outside storage of any auto parts, equipment, materials, or inoperable vehicles
12. All conditions must be met prior to establishment of use
