City of Loves Park City Council met Sept. 3.

Here are the minutes provided by the council:

Mayor Gregory Jury called the meeting to order at 6:00 p.m.

Alderman Mark Peterson opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES

The Journal of Proceedings for the regular meeting of August 19, 2024, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 9 Ayes (Aldermen Schlensker, Allton, Owens, John Jacobson, Clint Little, Dan Jacobson, Pruitt, Thompson, Peterson) 1 Absent (Alderman Holmes)

2. COMMUNICATIONS, MAYOR’S REPORT & ANNOUNCEMENTS

3. LIGHTS AND LADDER EVENT

Mayor Jury announced that the Loves Park Police and Fire Departments will hold their first Lights and Ladder event on Thursday, September 12, 2024, from 6:00 p.m. to 8:00 p.m. at Loves Park City Hall on festival grounds. The event will include food trucks and demonstrations by the Police and Fire Departments.

Alderman John Jacobson presented the General Fund and all other bills dated September 3, 2024, in the amount of $1,068,892.68 and moved that they be paid. Second by Alderman Peterson. 6. WATER FUND BILLS

Alderman John Jacobson presented the Water Department bills dated September 3, 2024, in the amount of $94,869.18, and moved that they be paid. Second by Alderman Peterson. Alderman Schlensker of the Public Works Committee presented the minutes from the committee meeting held on August 19, 2024, to be placed on file.

Alderman Thompson of the Codes & Regulations Committee presented the minutes from the committee meeting held on August 5, 2024, to be placed on file. He also indicated that Ordinance No. 20 on the Agenda will be held over until the next council meeting.

Alderman Pruitt of the Community Development Committee presented the minutes from the committee meeting held on August 5, 2024, to be placed on file.

16. Alderman Thompson moved to approve a Special Event Permit request for the Forest Hills Country Club to hold a music festival on September 29, 2024, from 12:00 noon to 8:00 p.m. Second by Alderman Owens. Motion carried by voice vote.

17. PLAT NO. 3 OF HARVEST FALLS ESTATES

Alderman Pruitt presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that Plat No. 3 of Harvest Falls Estates, being a replat of lots thirteen (13) and fourteen (14) as designated upon Plat No. 1 of Harvest Falls Estates, being subdivision of part of the East half (1/2) of the Southeast quarter ¼) of section 1, township 44 North, Range 2 East of the Third Principal Meridian, City of Loves Park, Winnebago County, Illinois, be approved as recommended by the City of Loves Park Community Development Committee. RESOLUTION NO. 24-066

18. HIRE POLACH APPRAISAL GROUP INC

Alderman Schlensker presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Director of Community Development and Public Works is authorized to hire Polach Appraisal Group, Inc., 515 N. State Street, Floor 13-144, Chicago, IL 60654 to review property appraisals for Phase 1 of the North Second Streetscape Project in association with the ITEP grant. The cost for services performed shall not exceed twenty-five dollars ($25,000.00). Scope of work is defined in the attached Agreement For Professional Services. Funds shall be drawn from Account No. 01-01-6666 (ITEP grant). Second by Alderman John Jacobson. RESOLUTION NO. 24-067

19. PURCHASE NEW ROTARY 19K FLEX MAX MOBILE COLUM LIFT

Alderman Schlensker presented the following Resolution and moved for its adoption: RESOLVED, by the adoption of this Resolution, that the Street Department Manager is hereby authorized to purchase a new Rotary 19K Flex Max Mobile column lift. The total cost would be fifty-seven thousand one hundred ten dollars ($57,110.00). The cost of this purchase will come from Account No. 01-11-8050 (New Equipment). Second by Alderman John Jacobson.
