Village of Rockton Administration Committee met Sept. 3.

Here are the minutes provided by the committee:

Chairman Danielson called the regular meeting of the Administration Committee to order at 5:00 pm. Members present: Mayor Peterson, Scott Danielson, Dave Winters and Justin York

Staff present: Dan Barber, Sally Bennett, Jessica Carter, Tricia Diduch and Chief Hollinger Also present: Jeff Garcea (Garcea Technologies)

Motion by Mr. Winters, second by Mr. York to waive the reading of and approve the minutes of August 19, 2024. All ayes. Motion approved 3-0.

PUBLIC COMMENT

Mr. Barber advised the Committee that Garcea Technologies is recommending a back-up drive for the Water Department with the initial cost of $650 and $449/month for monthly service costs. Mr. York suggested that the Village check to see if there is any data that can be removed to allow for additional storage.

MAYOR – JOHN PETERSON

Mayor Peterson stated that the building Lucky Dogs is up for sale and that there are currently two offers on the building. Mayor Peterson said that it’s either going to be another gaming parlor or a laundromat. Mayor Peterson inquired if it becomes a laundromat, does the Village want to change the ordinance to allow for two gaming boutiques instead of three. Mr. Danielson said that he was in favor of changing it back to two gaming parlors. Mayor Peterson stated that will find out more information about this.

COMMUNITY DEVELOPMENT – SCOTT DANIELSON, CHAIRMAN

Motion by Mr. Danielson to approve the purchase requisition for the Santa hat selfie station for the Christmas Walk at a cost of $2,126.80, second by Mr. Winters. Roll call. All ayes. Motion approved 3-0.

Motion by Mr. Danielson to approve the purchase requisition for the Downtown fall flags at a cost of $2,002, second by Mr. Winters. Roll call. All ayes. Motion approved 3-0.

Motion by Mr. Danielson to approve the Downtown media marketing for Small Business Saturday and the Christmas Walk at a cost of $7,000, second by Mr. Winters. Roll call. All ayes. Motion approved 3-0.

PUBLIC SAFETY & LEGAL – DAVE WINTERS

Mr. Winters inquired about where the mosquito spraying for Settlers Park is coming out of the budget. Ms. Diduch said that she spoke to Mr. Self about this and that he advised the Parks Department can pay for this out of his budget, but some can come out of Rockton River Market (RRM) expenses as well if needed. Mr. Winters said that he wants to make sure that expenses are being paid from wherever they were allocated in the budget.

ADMINISTRATION – JUSTIN YORK

Mr. York stated that he would like to table the Village Administrator position and acceptable use policy (draft) discussions until the next meeting since we have time constraints for the meetings this evening. Ms. Diduch stated that there is already a component in the employee handbook that refers to the acceptable use policy and that she hasn’t changed the draft from a few weeks ago, but would like to know what further modifications the Village may want. Ms. Diduch said this can be discussed further at the next meeting.

Motion by Mr. York to approve the remote office project and cradlepoint at a cost of $4,622.51 (RCN Technologies), second by Mr. Winters. Roll call. All ayes. Motion approved 3-0.

Motion by Mr. York to approve the network switches for the Village and the police department at a cost of $1,299.95 (Garcea Technologies), second by Mr. Danielson. Roll call. All ayes. Motion approved 3-0.

Motion by Mr. York to approve the firewall for the main location at a cost of $3,467.16 (Garcea Technologies), second by Mr. Danielson. Roll call. All ayes. Motion approved 3-0.

Motion by Mr. York to approve the purchase of a Lenovo laptop for the mayor at a cost of $1,581.82 (Garcea Technologies), second by Mr. Winters. Mr. Garcea stated that the mayor should have a new laptop for security reasons. Mayor Peterson said that he only logs in to check his emails and that he doesn’t do anything else on the laptop. Roll call. All nays. Motion not approved 0-3.

Mr. York stated that the Village wide incident response plan in the amount of $15,000 (Garcea Technologies) is up for approval at the Village Board meeting later in the evening. Mr. Garcea stated that an incident response plan is required and that he would come up with a Village wide plan for all of the departments. Mr. York questioned if this was indeed a requirement and Mr. Garcea stated that it was once again. Mayor Peterson said that he is going to touch base with Brad Cole from the Illinois Municipal League (IML) and try to get some guidance from the state. Mr. York stated that we can readdress this in two weeks at the next meeting.

THE CHIEF– MATT HOLLINGER

Chief Hollinger advised the Committee that he will have information at the next meeting to approve purchasing new service weapons for the police department. Chief Hollinger stated that this was a budgeted item and that the proposal came in under budget.

Chief Hollinger commented that the ‘Blues & BBQ” event will be held tomorrow evening in Settlers Park. Chief Hollinger added that the new security cameras are working good.

Chief Hollinger said that the two police officers that recently graduated from the police academy are doing well with their field training officers.
