Village of Rockton Public Works Committee met Sept. 3.

Here are the minutes provided by the committee:

Chairwoman May called the regular meeting of the Public Works Committee to order at 5:36 pm. Members present: Mayor Peterson, Dan Barber, Dan Baumgartner, Arianne Honkamp, Jodi May and Don Self

Staff present: Adam Bunge & Jessica Carter

Motion by Mr. Baumgartner, second by Mrs. Honkamp, to waive the reading of and approve the minutes of August 19, 2024. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineer Adam Bunge gave his report. A copy of the engineering status report is on file with the Village Clerk’s office.

MAYOR – JOHN PETERSON

Mayor Peterson advised the Committee that Mr. Barber has been working on cleaning up Hawick Street across from the Sonoco property and that he appreciates the extra effort in doing this. Mayor Peterson asked the Committee to go and take a look at it if they had a chance.

Mayor Peterson stated that the Lucky Dogs building is being sold and that another gaming parlor is going in its place.

WATER, SEWER, & GARBAGE – JODI MAY

Motion by Ms. May to approve the reimbursement to Positive Changes Chiropractic for a water heater replacement bill in the amount of $2,236.88, second by Mr. Baumgartner. Ms. May stated that this bill is going to be discussed at the next board meeting (September 10th) of the Rockton Fire Protection District and that they may or may not reimburse them. Ms. May said that if the fire department doesn’t reimburse this then then Village will reimburse Positive Changes Chiropractic. Ms. May stated that the water heater was damaged last fall when the fire department was using the Village’s fire hydrant downtown for training and it was suspected that a water hammer occurred while shutting off the fire hydrant. Ms. May said that the fire department has denied causing the water hammer. The approval of the reimbursement by the Village to Positive Changes Chiropractic is only being done in light of the special and unique circumstances that the fire district may have caused the damage, but is denying responsibility for the damage.

Ms. May stated that Ordinance 2024-17: An Ordinance of the Village of Rockton, Winnebago County, Illinois Authorizing the Village to Borrow Funds from the Illinois Environmental Protection Agency’s Public Water Supply Loan Program and Authorizing a Loan Agreement for Water Main Installation; Complete Water Service Connections; Well Abandonment; and Water Meters is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.

STREETS AND WALKS – DAN BAUMGARTNER

None.

BUILDINGS AND PARKS – ARIANNE HONKAMP

None.

PUBLIC WORKS – DAN BARBER

Mr. Barber stated that the Public Works Department had a couple galvanized services split this week, but they were replaced. Mr. Barber added that he is having some issues trying to get funding for this project, but he is still trying.

Mr. Barber advised the Committee that he and Jake Costello (Public Works Superintendent) are working on listing assets and vendors in the new software. Mr. Barber said that the Village will know where every penny is going in the Public Works Department after everything is entered.

Mr. Barber stated that the Public Works Department has been very busy and that he will be going back to completing monthly reports.

Mr. Barber said that there was furniture left at the Goldie Floberg building and that he found someone that would like to purchase some of the items. Mr. Barber inquired if it was okay to sell these items. The Committee was okay with this.

PARKS & RECREATION DIRECTOR – DON SELF

Mr. Self stated that the Rockton Athletic Complex is in full swing and that he is looking for two part time workers to cover the concession stands.

Mr. Self said that there was an irrigation leak at the athletic fields, but the Public Works Department helped with the repair.

Mr. Self stated that he is going to start the gas line repair at the pool and that Nelson Carlson is cleaning the heat exchangers.

Mr. Self added that the air conditioning unit is being installed at Barwood this week.
