III. PROCLAMATION
Mayor McNamara read a proclamation proclaiming September 14th and 15th, 2024, to be Greenwich Village Art Fair Days in the City of Rockford, Illinois.
IV. PUBLIC SPEAKING
1) John Tewell IV spoke about his nonprofit organization Suicide Registry Organization. 2) Dorothy Reddic spoke out about the lack of handicap accessible parking at 404 Elm St.
3) Prophet Yusef quoted scripture and voiced his concerns on the representation of the middle class and poor in politics.
4) Denzil Wynter quoted scripture and discussed the importance of child safety in the community.
5) John Tac Brantley spoke on community concerns stemming from events over the weekend.
V. INFORMATION ONLY
1. Region 1 Planning Council Livable Communities Initiative Presentation
Michael Dunn and Jason Holcomb of Region 1 Planning Council presented their Livable Communities Initiative to Council and took questions. Please see slide show for details of the presentation.
VI. RESOLUTIONS
1. Authorization for application and acceptance of the United States Department of Housing and Urban Development (HUD) Grant in the amount of $400,000. The grant provides funds to implement a Planning and Environmental Linkage (PEL) study for the Cornerstone at Global Trade Park site at the southwest quadrant of the US-20 & IL-2 interchange. The funding source is the HUD Community Project Funding. The grant comes as a 20% cost match ($100,000) for the total cost of the project ($500,000). The funding source is the Motor Fuel Tax funds.
Alderwoman Hoffman made a motion to approve. Alderman Durkee seconded. After discussion, MOTION PREVAILED 5 TO 0 by roll call vote.
