City of Loves Park Codes & Regulations Committee met Oct. 21.

Motion to Approve Minutes of October 7, 2024 by:_Ald. Little , Second Ald. Schlensker , Vote: 3-0

Old Business – 1) Liquor license application (Dairy Depot, 5423 N. 2nd Street) – Nathan Bruck reported that he had been in contact with the applicant who wishes to proceed but is encountering still delays in preparation of a formal site plan. The applicant requested matter be set over to the next committee meeting in two weeks.

Motion to lay over to November 4, 2024 meeting by Ald. Schlensker, Second by Ald. Little , Vote:_3-0__

2) Liquor license application – Da Catch, 1824 E. Riverside Blvd.: Tomy Joseph appeared again for the request for a Class D liquor license at the above location. Staff and Attorney Galluzzo discussed with the committee and Joseph concerns with this address having a license already and how best to address the request within the confines of our current ordinances. The compromise suggested was that a new address would be required for this license and a wall be modified to maintain the distinction between the two licenses; however, as the applicant will be the same for both licenses, the new license will include provisions so that any violation of one license may be deemed a violation of both licenses. Additionally, advertising should be focused on the restaurant business (not gaming). Applicant had no objection to the proposed compromise, understanding an ordinance would be presented to council next meeting.

Motion to approve liquor application with conditions by Ald. Schlensker, Second by Ald. Little , Vote:_3-0__

New Business - 1) Tattoo establishment permit (6128 E. Riverside – Bloomquist/Shereck): The applicants appeared and expressed their plan to open a tattoo business at the above location; together they have 10 years experience, with Bloomquist having over 30 years total in this trade, and neither applicant indicated prior issues (health or code violations) created by their operation in such a business. While the location complies with current zoning restrictions, other aspects involving the current ordinance and its interplay with state regulations require further research and consideration. The ordinance is nearly 30 years old and the City has no current tattoo businesses. Attorney Galluzzo indicated a short continuance would be sufficient to address many of these issues.
