City of Carlyle Street and Alley Committee met Nov. 25.

Call to Order/Roll Call
The Street & Alley Committee meeting was called to order by Street & Alley Committee Chairman John Hodapp on November 25, 2024, at 5:45 p.m. at the Case Halstead Library located at 550 6th Street, Carlyle, Illinois 62231.Committee members present were Aldermen John Hodapp, Scott Diekemper, and Bruce Hilmes. Others present were City Administrator Brad Myers, Aldermen Mike Jansen, Jeremy Weh, Jim McClaren, Kyle Berry, and City Clerk Rita Jurgensmeyer.
Approval of Minutes
A motion by Alderman Scott Diekemper was made to approve the minutes from September 30, 2024. The motion was seconded by Alderman Bruce Hilmes and approved by voice vote.
Lake Vista/Valley View Project
City Administrator Brad Myers started the discussion concerning the issues on Lake Vista/Valley View. He said that Kyle Berry went out last week and dug up a section to see what the problem is. City Administrator Brad Myers showed several pictures of problem areas. Kyle Berry explained what he feels needs to be done to correct the problems. He also explained the reasons why the damage has been done and water is running under the road. Alderman John Hodapp suggested getting the flexible camera from the electric department to see further damage. The problem with the road is that when the road was put in there was no base, they poured the concrete on sand. City Administrator Brad Myers said he would put money in the budget next year to take care of some of the problems. City Administrator Brad Myers offered to write a letter to the residents and let them know what they were doing.
Alley at 400 Block of Methodist Street
They then discussed the alley on the 400 block of Methodist Street. Kyle Berry said that about two years ago they started in the alley and dug and cleaned up everything in the alley. He showed where the culvert starts and ends. Rob Courtial owns the property and he said that he has paid multiple times for his alley to be oiled and chipped and ever since the ditch was dug out it has been washing all the rock from the oil and chipping and eroding the side of the alley. Kyle Berry said he has looked at it and it is bad. He talked to Rob Courtial today and at first, he wanted to rip rap it and then he asked for a plastic pipe. Kyle Berry said when he looked at it, he thought the same thing, rip rap it or install a culvert. He said that a plastic pipe is one-third of the price of a steel culvert. The committee thought he should go ahead and make the needed repairs.
Snow Plow Review
City Administrator Brad Myers gave an update on a snowplow. He said they have an agreement with the county to buy a truck from them and the city will get it when the county’s new truck is done at Woody’s. He said that Woody’s said he will start working on the county’s truck in May. City Administrator Brad Myers is throwing out the option to look for a truck now and getting the truck from the county in May and giving it to the electric department. He said their dump truck in the electric department is not in good shape. Alderman John Hodapp said he thought they should get prices on trucks now and see what they can find. Alderman John Hodapp asked Kyle Berry if he has the street department employees ready for snow plowing. He said that the previous street supervisor did not do Gateway Avenue. Kyle Berry said that each employee has their own route, and he will make sure it gets plowed.
