City of Carlyle City Council met Nov. 25.

Here are the minutes provided by the council:

The Carlyle City Council was called to order by Mayor Pro Tem John Hodapp, at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.

City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, Brandon Pieron, Keith Housewright, and City Clerk Rita Jurgensmeyer.

Others present were Matt Wilson, Rob Dorman, Dalton Deming, Bryan Deming, and Austin Russo.

Alderman Jeff Taylor made a motion to approve the minutes from November 12, 2024. Alderman Jim McClaren seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

Alderman Jeremy Weh made a motion to approve the transfers from Fund 1 General Fund to Fund 3 Street and Alley for $40,000.00, Fund 4 Police for $130,000.00, Fund 20 Library $10,000.00, for a total of $180,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.

Alderman Jeremy Weh made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.

Mayor Pro Tem John Hodapp spoke during the mayor’s comments saying that the Christmas parade was coming up Friday night at 6:30 p.m. with fireworks. Santa at the park will follow.

City Administrator Brad Myers commented that the Christmas lights are almost complete.

In public comments Bryan Deming introduced himself and his son Dalton Deming as the owners of DC Waste and Recycling. He thanked the city for allowing his company to bid on the upcoming waste contract. He said that if anyone has any questions on the bid that he presented to let him know.

Keith Housewright reported for the library saying that they are having family reading night on December 5th from 6:00 – 7:00 p.m. which will include the children’s librarian reading to the kids and they will also be making ornaments.

City Administrator Brad Myers commented that approving the solid waste contract was on the agenda but will be continued to the December 9th meeting.

Alderman Jeremy Weh made a motion to continue the solid waste contract to December 9th. The motion was seconded by Alderman Mike Jansen and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.

City Administrator Brad Myers said that the Ridge Street water main project had gone through the Water & Sewer committee. He added that the city still has some ARPA money that has to be obligated by December 31st or the city will lose it. It has been put out for bid and they received several bids and the committee agreed to send to the city council approving the bid from Midwest Municipal Supply in the amount of $120,397.53 for the pipe and fittings.

Alderman Jeff Taylor made a motion to approve the bid from Midwest Municipal Supply for the pipe and fittings for the Ridge Street water main project in the amount of $120,397.53. The motion was seconded by Alderman Scott Diekemper and unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.

City Administrator Brad Myers said that Brandon Pieron recommended accepting the bid from Core & Main for the hydrants and fittings on the Ridge Street water main project. The Water and Sewer committee agreed to send to the council the bid from Core & Main for hydrants and valves in the amount of $56,350.00. City Administrator Brad Myers added that the hydrants will cut down on installation time.

Alderman Jeff Taylor made a motion to approve the bid from Core & Main for hydrants and valves for the Ridge Street water main project in the amount of $56,350.00. Alderman Jim McClaren seconded the motion and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none.

City Administrator Brad Myers said that they will also do hot taps and Mideastern Plumbing submitted a bid for hot taps and line stops in the amount of $27,860.00.

Alderman Jeremy Weh made a motion to approve the bid from Mideastern Plumbing for hot taps and line stopes for the Ridge Street water line project in the amount of $27,860.00. The motion was seconded by Alderman Mike Jansen and unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Nay: none.

City Administrator Brad Myers said that they are trying to improve the sewer system and received a bid from Visu-Sewer to line the sewers and manholes to decrease the infiltration going into the sewer. This was approved and sent to the council from the Water and Sewer Committee.

Alderman Jeff Taylor made a motion to approve the bid from Visu-Sewer to line the sewers and manholes in the amount of $424,781.10. The motion was seconded by Alderman Scott Diekemper and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.

Alderman John Hodapp reported for the Street and Alley Department saying that a Street and Alley Committee meeting was held tonight to discuss Valley View and Lake Vista Drive concerning the problems with the streets. They will be boring spots to determine what needs to be done. City Administrator Brad Myers will send a letter to the residents explaining what will be done.

City Administrator Brad Myers reported for the park department saying that he talked to Ryan Meyer today and they have hit every Walmart around buying Christmas lights to finish some of the projects. They also put some lights up today next to city hall.

At 7:15 p.m. Alderman Jeremy Weh made a motion to go into executive session to discuss 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity and 5 ILCS 120/2(c)(2) Collective negotiating matters between the public body and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees and 5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. Alderman Tammy Peters seconded the motion, and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.

At 7:27 p.m. the council returned to regular session.

At 7:28 p.m. Alderman Bruce Hilmes made a motion to adjourn. Alderman Jeremy Weh seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
