Village of Pecatonica Village Board met Dec. 5.

Here are the minutes provided by the board:

1. Call to Order – President Tom Heister called the meeting to order at 6:00 p.m. on Thursday, December 5, 2024, at Village Hall.

2. A moment of Silence observed.

3. The Pledge of Allegiance to the American Flag was recited

4. Roll Call-A Roll Call Trustees Bill Determan, Cheryl Bean, Gerald Howard, Tom Gipe, and Collin Hardy were present, and Trustee Kim Gipe was absent.

Also present: Village President Tom Heister, Treasurer Sherry Bessert, Chief Matt Summers, Village Clerk Darla Stram, and Village Attorney Dave Kurlinkus

5. A quorum was present.

6. Approve November 19, 2024, Regular Board Meeting Minutes

A motion was made by Trustee Howard and seconded by Trustee Determan to approve November 19, 2024, Regular Board Meeting Minutes. No discussion. A roll call vote was taken. Tom Gipe yes, Kim Gipe abstains, Hardy yes, Howard yes, Determan yes. Motion approved 5-0-1.

7. Additions/Corrections to the Agenda- None

8. Approval of Agenda –

A motion was made by Trustee Hardy and seconded by Trustee Howard to approve the agenda. No Discussion. All Trustees present voted yes Motion approved 5-0-1.

1. 2024-15 an Ordinance for the Levy and Assessment of Taxes for the Village of Pecatonica in the County of Winnebago and State of Illinois for Fiscal Year 2025-2026 – 2nd Reading.

A motion was made by Trustee Determan and seconded by Trustee Howard to approve 2024-15 an Ordinance for the Levy and Assessment of Taxes for the Village of Pecatonica in the County of Winnebago and State of Illinois for Fiscal Year 2025-2026 in the amount of $268,101.00. No Discussion. A roll call vote was taken. All present vote yes, motion approved 5-0-1.

2. 2024-16 an Ordinance Abating the Tax Hereto Levied for the Year 2024 to Pay the Principal and Interest on $3,500,000.00 General Obligation Series A Bonds (Alternate Revenue Source), Series 2021, of the Village of Pecatonica, Winnebago County, Illinois-2nd Reading.

A motion was made by Trustee Howard and seconded by Trustee Determan to approve 2024-16 an Ordinance Abating the Tax Hereto Levied for the Year 2024 to Pay the Principal and Interest on $3,500,000.00 General Obligation Series A Bonds (Alternate Revenue Source), Series 2021, of the Village of Pecatonica, Winnebago County, Illinois. No Discussion. A roll call vote was taken. All present vote yes, motion approved 5-0-1.

3. 2024-17 an Ordinance Abating the Tax Hereto Levied for the Year 2024 to Pay the Principal and Interest on $3,500,000.00 General Obligation Series B Bonds (Alternate Revenue Source), Series 2021, of the Village of Pecatonica, Winnebago County, Illinois-2nd Reading.

A motion was made by Trustee Howard and seconded by Trustee Determan to approve 2024-17 an Ordinance Abating the Tax Hereto Levied for the Year 2024 to Pay the Principal and Interest on $3,500,000.00 General Obligation Series B Bonds (Alternate Revenue Source), Series 2021, of the Village of Pecatonica, Winnebago County, Illinois. No Discussion. A roll call vote was taken. All present vote yes, motion approved 5-0-1.

C. New Business –

1. 2024-19 Ordinance Amending Chapter 153 of the Code of Ordinances of the Village of Pecatonica, Illinois by Creating 153.011 Regarding Regulations of the Use of Solar Panels Within the Village-1st Reading.

This is a first reading that the board reviewed and had discussion. This will be sent to the next meeting.

2. 2024-20 an Ordinance Authorizing the Village of Pecatonica, Winnebago County, Illinois to Borrow Funds from the Public Water Supply Loan Program- 1st Reading.

A motion was made by Trustee Determan and seconded by Trustee Hardy to suspend the rules. No Discussion. A roll call vote was taken. Trustees Determan, Bean, Hardy, Tom Gipe voted yes, Trustee Howard abstained, motion approved 4-0-1-1.

A motion was made by Trustee Determan and seconded by Trustee Hard to approve 2024-20 an Ordinance Authorizing the Village of Pecatonica, Winnebago County, Illinois to Borrow Funds from the Public Water Supply Loan Program. No Discussion. A roll call vote was taken. All present vote yes, motion approved 5-0-1.

D. Legal (Attorney Kurlinkus)-

1. Attorney Kurlinkus informed the board that he will continue to work on Ordinance 2024-19 and add the Solor Farm details this will be an amendment to the ordinance we discussed earlier this evening. Discussion

E. Finance – Bill Determan, Chairman

1. Next Meeting: Tuesday, December 10, 2024, at 6:00 p.m.

2. Chairman’s Report- Trustee Determan informed the board that the committee will continue to discuss the Employee Handbook and will be discussing a Public Works wage increase, he requested everyone to attend.

F. Planning Commission / Zoning Board

1. Next Meeting: Monday, December 16, 2024, at 6:00 p.m.

G. Public Works – Tom Gipe, Chairman

1. Next Meeting – Monday, January 6, 2025, at 6:00 p.m.

2. Chairman’s Report – Trustee Gipe gave a recap of the Public Works committee meeting. Discussion. The Scum Pumps have been ordered and the Winter equipment is prepped and ready.

3. Public Works Report – Village President reviewed the monthly report. Discussion

4. Engineer’s Report- None

5. Approve Well #3 IEPA Loan Disbursement Request #14 in the amount of $81,412.63 and Authorize the Village President to Sign.

A motion was made by Trustee Howard and seconded by Trustee Hardy to approve the Well #3 IEPA Loan Disbursement Request #14 in the amount of $81,412.63 and Authorize the Village President to Sign. No Discussion. A roll call vote was taken all present vote yes. Motion approved 5-0-1.

H. Public Safety – Gerald Howard, Chairman

1. Next Meeting – Wednesday, January 8, 2025, at 6:00 p.m.

2. Chairman’s Report – None

3. Police Department Report- Chief Summers informed the board that he has submitted our application for the Body Cam Grant. Discussion. Plate readers are still waiting for permits from the county.

I. Economic Development Committee – Collin Hardy, Chairman

1. Next Meeting: Thursday, January 13, 2025, at 6:00 p.m.

2. Chairman’s Report- Trustee Hardy informed the board that the December committee meeting has been cancelled. He also informed them that at the January meeting he plans to discuss getting a realtor for the property.

J. Treasurer (Sherry Bessert)-

Sherry informed the board that the Auditors will be here tomorrow to continue working on the Audit. She also informed the board that we have paid off the loan for the property. Discussion

A motion was made by Trustee Determan and seconded by Trustee Howard to approve Warrant List #24 in the amount of $310,513.19. No discussion. A roll call vote was taken. All present vote yes. Motion approved 5-0-1.

A motion was made by Trustee Hardy and seconded by Trustee Determan to approve Warrant List #25 GASB Credit Card 10/24/24 -11/22/24 in the amount of $1,441.86. No discussion. A roll call vote was taken. All present vote yes. Motion approved 5-0-1.

A motion was made by Trustee Hardy and seconded by Trustee Bean to approve Payroll in the amount of $29,003.46 for Period Ending November 3, 2024. No discussion. A roll call vote was taken. All Trustees present voted yes. Motion approved 5-0-1.

K. Clerk’s Items –

The village clerk discussed working with the attorney to begin the process of putting liens on properties within the Village with delinquent balances.

A motion was made by Trustee Howard and seconded by Trustee Determan to adjourn the meeting. No discussion. All in favor. The meeting was adjourned at 6:40 p.m.
