The Chair, Alderperson Wilkins, called the meeting to order at 5:34 p.m.

II. INVOCATION 

Pastor Violet Johnicker gave the invocation. Alderwoman Wilkins led the Pledge of Allegiance.

III. PROCLAMATION 

Mayor McNamara read in a proclamation proclaiming the month of January 2025, to be Human Trafficking Awareness Month in the City of Rockford, Illinois. Mayor McNamara read in a proclamation recognizing the 50th Anniversary of Womanspace.

IV. PUBLIC SPEAKING 

1) Prophet Yusef quoted scripture and spoke about resolutions for 2025.

2) John Tac Brantley expressed his concerns over the election certification.

3) Jason Leviskas talk about lowering the utility tax.

4) Richard Bunch encourage the alderman to reconsider a Ceasefire Resolution.

V. COMMITTEE REPORTS 

1. Approval of the 2025-2029 Consolidated Plan, 2025 Annual Action Plan, and Analysis of Impediments to Fair Housing Choice (Community Development Block Grant, HOME Investment Partnerships Program and Emergency Solutions Grant Program)

Alderman Durkee made a motion to approve. Alderwoman Meeks seconded. After discussion, MOTION PREVAILED 4 to 0 by roll call vote.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS] 

AYES: Tim Durkee, Karen Hoffman, Janessa Wilkins, Gina Meeks

ABSENT: Bill Rose

VI. RESOLUTIONS 

1. A Resolution calling for a Public Hearing and convening a Joint Review Board in connection with a new Madison and Oak Tax Increment Financing District 

Alderman Durkee made a motion to approve. Alderwoman Meeks seconded. There was no discussion. MOTION PREVAILED 4 to 0 by roll call vote.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS]

VII. ADJOURNMENT 

Alderwoman Hoffman made a motion to adjourn. Alderwoman Meeks seconded the motion. MOTION PREVAILED by voice vote. The meeting adjourned at 6:23 p.m.
