City of Rockford Historic Preservation Commission met Jan. 14.

Here are the minutes provided by the commission:

Present: Jennifer Spencer, Amanda Becker, Maureen Kirschmann, Frank St. Angel, and Alderman Mark Bonne

Absent: Valerie Olafson

Staff: Scott Capovilla, John Wuich

Other: None

Meeting was called to order at 5:30 PM by Chairman Jennifer Spencer

Roll Call and Determination of Quorum:

Five members present and one absent – Quorum.

Public Hearing:

None

Approval of Minutes

A MOTION was made by Commissioner Becker to APPROVE the November 13, 2024 meeting minutes. The MOTION was SECONDED by Commissioner Kirschmann and CARRIED by a vote of 5-0.

New Business:

None

Selection of Officers:

Commissioner St. Angel nominated Jennifer Spencer to serve as chair.

A MOTION was made by Commissioner St. Angel to APPROVE Jennifer Spencer as chair. The MOTION was SECONDED by Commissioner Bonne and CARRIED by a vote of 5-0.

Commissioner Kirschmann nominated Amanda Becker to serve as vice-chair. A MOTION was made by Commissioner Kirschmann to APPROVE Amanda Becker as vice chair. The MOTION was SECONDED by Commissioner St. Angel and CARRIED by a vote of 5-0.

Communication and staff report:

Planning & Zoning Manager Scott Capovilla gave a presentation and the Rockford Historic Preservation Commission 2024 Annual Report. Mr. Capovilla highlighted the achievements of the Commission over the past year and redevelopment projects that have occurred and will occur this coming year.

A brief discussion on short term rentals in historic districts between the commissioners also occurred. Commissioner Bonne stated there were two residents of Brown Hills/Knightsville Historic District that had reached out to him regarding the issue. Staff will double check the ordinance but Attorney John Wuich was fairly certain we could not prohibit short term rentals within historic districts.

With no other business, Commissioner Kirschmann made a MOTION to ADJOURN. The MOTION was SECONDED by Commissioner Bonne and CARRIED by a vote of 5-0
