Mayor Gregory Jury called the meeting to order at 6:01 p.m.
City Treasurer John Danielson opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES
The Journal of Proceedings for the regular meeting of January 6, 2025, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. 3. COMMERCE COMMISSION HEARING
Received a notice from the Illinois Commerce Commission of hearings regarding Commonwealth Edison Company, to be held on January 30, 2025, via WebEx. Placed on file
4. COMED TREE TRIMMING
Received a notice from ComEd of tree trimming activities in Loves Park within the next few months. Placed on file.
5. SPECIAL EVENT PERMIT
Received a Special Event Permit application for the Gentlemen Car Club, to hold car shows with amplified music at the Meadow Mart Shopping Center, 6401 N. Second Street, once per month from April through September 2025, from 4:00 p.m. to 8:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.
6. SPECIAL EVENT PERMIT APPROVED
Alderman Thompson of the Codes and Regulations Committee moved to approve a Special Event Permit application for the Gentlemen Car Club, to hold car shows with amplified music at the Meadow Mart Shopping Center, 6401 N. Second Street, once per month from April through September 2025, from 4:00 p.m. to 8:00 p.m. Second by Alderman Owens. Motion carried by voice vote.
7. HCC RIBBON-CUTTING
Mayor Jury announced that a ribbon-cutting ceremony for the new HCC Complex will be held on Friday, January 31, 2025 at 3:30 p.m.
8. NEXT COUNCIL MEETING
Mayor Jury announced that the next city council meeting will be held on Monday, February 3, 2025.

Alderman John Jacobson presented the General Fund and all other bills dated January 21, 2025, in the amount of $280,722.47 and moved that they be paid. Second by Alderman Peterson. Alderman John Jacobson presented the Water Department bills dated January 21, 2025, in the amount of $423,351.98, and moved that they be paid. Second by Alderman Peterson. Alderman John Jacobson of the Finance and Administration Committee presented the minutes from the committee meeting held on January 6, 2025, to be placed on file.

Alderman Schlensker of the Public Works Committee presented the minutes from the committee meeting held on December 2, 2024, to be placed on file.
18. CODES & REGULATIONS COMMITTEE
Alderman Thompson of the Codes and Regulations Committee presented the minutes from the committee meeting held on December 2, 2024, to be placed on file. Alderman Thompson added that the Special Use Permit for Faithful-2-Fitness was approved in committee and will be presented for approval at the next city council meeting held on February 3, 2025.
19. COMMUNITY DEVELOPMENT COMMITTEE
Alderman Pruitt of the Community Development Committee presented the Monthly Building Report for December 2024; Commercial New Construction - $0.00; Residential New Construction - $143,964.00; Total Permits Issued – 92; Permit Fees - $12,650.00; Machesney Park Permit Fees - $3,558.00, to be placed on file.

21. AMENDED PUBLIC HEARING/JOINT REVIEW BOARD
Alderman John Jacobson presented the following Resolution approving an amended notice and rescheduled date regarding the Joint Review Board for the Central Manufacturing District Redevelopment Project Area. WHEREAS, on January 6, 2025, the Mayor and City Council (the “Corporate Authorities”) of the City of Loves Park, Winnebago County, Illinois (the “City”), set a Joint Review Board Meeting for the Central Manufacturing District Redevelopment Project Area for January 21, 2025, at 10:00 a.m.; and WHEREAS, subsequent thereto, the date of the Joint Review Board meeting needed to be changed and therefore an Amended Notice was sent to the applicable taxing bodies on January 9, 2025, providing for the meeting to be held on January 24, 2025, at 10:00 a.m. rather than on January 21st; and WHEREAS, the rescheduled meeting complies with all statutory requirements and does not affect the overall timeline of the proposed Redevelopment Project. NOW, THEREFORE, BE IT RESOLVED, by the Mayor and the City Council of the City of Loves Park, County of Winnebago and County of Boone, Illinois, that by the adoption of this resolution, that the Mayor and the City Council hereby agree as follows:
1. The above recitals are hereby incorporated into this Resolution as if fully stated herein.
2. The amended Notice as mailed is hereby ratified and approved, as is the setting of the Joint Review Board meeting for January 24, 2025, at 10:00 a.m.

22. SHANE LYNCH HIRED FOR CODE ENFORCEMENT
Alderman John Jacobson presented the following Resolution and moved for its approval, RESOLVED, that the Mayor is authorized to hire Shane Lynch for the full-time position of Enforcement Officer in the Community Development Department office with the start date of January 27, 2025. The starting salary shall be $60,000.00 per year with all accompanying full-time benefits attached to the position. This is a Civil Service position and has met all procedures required by the Civil Service Committee. Second by Alderman Allton. 23. MIDWEST WELL SERVICES HIRED FOR WELL 5 MAINTENANCE
Alderman Schlensker presented the following Resolution and moved for its approval, RESOLVED, the Water Department Manager is authorized to hire Midwest Well Services, Inc. DBS: Municipal Well & Pump, 1212 Storbeck Drive, Waupun, WI 53963, to remove and investigate potential issues with the column piping and perform proactive Aquifer maintenance at Well 5 for a cost of $49,620.00. Funds shall be drawn from Account No. 31-51-4114 (Well 5 and Facility). Second by Alderman John Jacobson. Alderman Schlensker presented the following Resolution and moved for its approval, RESOLVED, the Water Department Manager is authorized to hire Midwest Well Services, Inc. DBS: Municipal Well & Pump, 1212 Storbeck Drive, Waupun, WI. 53963, to perform emergency well rehabilitation at Well 4 for the cost of $76,220.00. Funds shall be drawn from Account No. 31-51-4113 (Well 4 and facilities). Second by Alderman John Jacobson.
