The Chair, Alderperson Wilkins, called the meeting to order at 5:38 p.m.

II. INVOCATION 

Pastor Kenneth Anderson gave the invocation. Alderwoman Wilkins led the Pledge of Allegiance.

III. PUBLIC SPEAKING 

1) Prophet Yusef quoted scripture and talked about the current stance on undocumented immigrants.

2) John Tac Brantley expressed his feelings on immigration and the current present. He went on to thank Alderwoman Meeks for her supports with his event over the weekend.

IV. COMMITTEE REPORTS 

1. Approval of the Proposed Development Agreement with Premier Woodworking Inc, an Illinois corporation, for the demolition of 1012 7th Street. 

Alderwoman Hoffman made a motion to approve. Alderwoman Meeks seconded. After discussion, MOTION PREVAILED 5 to 0 by roll call vote.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS] 

AYES: Durkee, Hoffman, Rose, Wilkins, Meeks

2. Approval of the Proposed Development Agreement with Urban Equity Properties (UEP Chick House LLC) for the rehabilitation of 119-121 South Main Street (former Chick Hotel) for mixed use residential / commercial / retail development at the southwest corner of South Main Street and Elm Street. 

Alderman Durkee made a motion to approve. Alderman Rose seconded. After discussion, MOTION PREVAILED 5 TO 0 by roll call vote.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS] 

AYES: Durkee, Hoffman, Rose, Wilkins, Meeks

V. RESOLUTIONS 

1. Approval of the REGROW Tier 2 Award Recommendations from the Community Relations Commission. There will be four (4) $50,000 awards and two (2) $100,000 awards. The funding source is the 3% local tax on adult-use cannabis retail sales. 

Alderwoman Hoffman made a motion to approve. Alderwoman Meeks seconded. After discussion, MOTION PREVAILED 4 to 0 by roll call vote.

ABSTAIN: Janessa Wilkins

2. Authorization for acceptance of the Illinois Department of Commerce and Economic Opportunity (DCEO) Grant in the amount of $500,000 to implement the Rockford Products Redevelopment project at 2720 Kishwaukee Street and 711 Harrison Avenue. The City will act as a pass through on this grant, receiving grant funds from the DCEO and reimbursing the Developer (First Midwest Group). This grant is in addition to a prior $150,000 grant received from the DCEO for the same project. There will be no cost to the City. 

Alderwoman Hoffman made a motion to approve. Alderman Durkee seconded. After discussion, MOTION PREVAILED 5 to 0 by roll call vote.

VI. ADJOURNMENT 

Alderwoman Meeks made a motion to adjourn. Alderman Durkee seconded the motion. MOTION PREVAILED by unanimous voice vote. The meeting adjourned at 6:04 p.m.
