City of Loves Park City Council met Feb. 3.

Here are the minutes provided by the council:

Mayor Greg Jury called the meeting to order at 6:00 p.m.

Mayor Greg Jury opened the meeting with an invocation, followed by the Pledge of Allegiance.

Present: Aldermen Doug Allton, Mike Owens, John Jacobson, Clint Little, Dan Jacobson, John Pruitt, Jim Thompson, Mark Peterson, A. Marie Holmes, Robert Schlensker

Absent: City Clerk Bob Burden

Also Present: Deputy City Clerk Sheila Mills

1. APPROVAL OF CITY COUNCIL MINUTES

The Journal of Proceedings for the regular meeting of January 21, 2025, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

2. COMMUNICATIONS, MAYOR’S REPORT & ANNOUNCEMENTS

3. COMMERCE COMMISSION HEARING

Received a notice from the Illinois Commerce Commission of a hearing regarding Commonwealth Edison Company, to be held on February 6, 2025, via WebEx. Placed on file

4. APPRECIATION CARD

Mayor Jury received a card in appreciation from Eric Setter of Reg 1, after the recent passing of his wife. Placed on file.

5. NEXT COUNCIL MEETING

Mayor Jury announced that the next city council meeting will be held on Monday, February 17, 2025.

6. FRANK LAUDICINA

Mayor Jury welcomed Frank Laudicina to the council meeting and added that Frank will run unopposed for the 5th Ward Alderman in the upcoming election.

7. APPROVE PAYMENT OF BILLS

Alderman John Jacobson presented the General Fund and all other bills dated February 3, 2025, in the amount of $463,712.36 and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

9. WATER FUND BILLS

Alderman John Jacobson presented the Water Department bills dated February 3, 2025, in the amount of $534,218.59, and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

Alderman Allton presented the Police Department Report for February 3, 2025; presented the Fire Department Report for February 3, 2025, to be placed on file.

Alderman Schlensker presented the Street Department Report for February 3, 2025; presented the Water Department Report for February 3, 2025, to be placed on file.

Alderman John Jacobson of the Finance and Administration Committee presented the minutes from the committee meeting held on January 21, 2025, to be placed on file.

15. PUBLIC SAFETY COMMITTEE

Alderman Allton welcomed the Police Officers that were present at the council meeting and congratulated Brian Cascio on his promotion to Deputy Police Chief.

16. PUBLIC WORKS COMMITTEE

Alderman Schlensker of the Public Works Committee presented the minutes from the committee meeting held on January 21, 2025, to be placed on file.

17. COMMUNITY DEVELOPMENT COMMITTEE

Alderman Pruitt of the Community Development Committee presented the Monthly Building Report for January 2025; Commercial New Construction - $296,520.00; Residential New Construction - $247,608.00; Total Permits Issued – 69; Permit Fees - $18,700.00; Machesney Park Permit Fees - $4,151.25. Alderman Pruitt also presented the Yearly Building Report Summary for 2024; Commercial New Construction – 18,893,940.00; Residential New Construction - $5,779,002.00; Total Permits issued – 1510; Permit Fees - $502,603.00; Machesney Park Permit Fees - $142,230.89, to be placed on file.

18. RESOLUTIONS & MOTIONS

19. MOTION TO APPROVE SPECIAL EVENT PERMIT

Alderman Thompson moved to approve a Special Event Permit application submitted by Faithful 2-Fitness for a 5K Walk/Run to be held on August 23, 2025, from 9:00 a.m. to 12:00 noon at Peak Fitness, 4401 Peak Drive. Second by Alderman Owens. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

20. AMENDING CONTRACT PRICE WITH CECCHIN PLUMBING MIDWEST

Alderman Schlensker presented the following Resolution and moved for its approval, RESOLVED, the Water Department Manager is authorized to amend the contract price accepted by Resolution 24-034 to Cecchin Plumbing for the Interstate Boulevard Water Main Extension project. The cost shall be increased by $67,933.12 due to a change order requiring additional pavement restoration work. For this expense, funds shall be taken from Account No. 01-01-6845 (Interstate Blvd. Watermain Project). Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

RESOLUTION NO. 25-010

21. HIRE MIDWEST WELL SERVICES FOR REPAIRS TO WELL 5

Alderman Schlensker presented the following Resolution and moved for its approval, RESOLVED, the Water Department Manager is authorized to hire Midwest Well Services, Inc. DBS: Municipal Well & Pump, 1212 Storbeck Drive, Waupun, WI 53963, to make necessary repairs to the column piping at Well 5 for the cost of $36,955.00. Funds shall be drawn from Account No. 31-51-4114 (Well 5 & Facility). Second by Alderman John Jacobson. 22. APPOINTMENT OF BRIAN CASCIO TO DEPUTY POLICE CHIEF

Alderman John Jacobson presented the following Resolution and moved for its approval, RESOLVED, the Chief of Police is authorized to appoint Brian Cascio to Deputy Chief of Police effective February 4, 2025. Wages and benefits for this position are set by current FY 24-25 Salary Ordinance and shall be paid from Account No. 01-13-9015 (Salary of Deputy Chief of Operations). Further, the clothing allowance, cleaning allowance, and schooling stipend are set by previous resolution. Second by Alderman Allton. RESOLUTION NO. 25-012

Police Chief Mike McCammond administered the oath of office to Brian Cascio for appointment to Deputy Police Chief, effective February 4, 2025.

Alderman Pruitt announced that Agenda items Ordinance No. 15 & 16 have been removed from tonight’s Agenda.

24. ZONING MAP AMENDMENT FOR 2275 HARLEM ROAD

Alderman Pruitt presented an ordinance providing for a Zoning Map Amendment for the property known as 2275 Harlem Road, and moved for approval. Second by Alderman Owens. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

ORDINANCE NO. 4672-25

25. SPECIAL USE PERMIT FOR 5501 WINDSOR ROAD

Alderman Pruitt presented an ordinance providing for a Special Use Permit for the property known as 5501 Windsor Road, and moved for approval. Second by Alderman Owens. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

ORDINANCE NO. 4673-25

26. ANNEXATION OF 13XX WINDSOR ROAD AND 1351 WINDSOR ROAD

Alderman Pruitt presented an ordinance annexing the properties known as 13XX Windsor Road and 1351 Windsor Road, and moved for approval. Second by Alderman Jacobson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

ORDINANCE NO. 4674-25

27. ANNEXATION OF 63XX MATERIAL AVENUE

Alderman Pruitt presented an ordinance annexing the property known as 63XX Material Avenue, and moved for approval. Second by Alderman Jacobson. Motion carried. 10 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Holmes, Schlensker)

Alderman John Jacobson moved that the meeting be adjourned. Second by Alderman Pruitt. Motion carried by voice vote. The meeting was adjourned at 6:13 p.m.
