Chairwoman Torina called the meeting to order at 5:35 p.m. The invocation was offered by Chaplain Mark Miller. Mayor McNamara presented a Proclamation proclaiming the week of March 10th as “Irish Marching Society Week.”

PUBLIC SPEAKERS: 

1. Kimberly Corley recited a poem.

2. Prophet Yusef quoted scripture, and spoke about Women’s History Month.

3. Alice Fry DeWall Uphouse thanked everyone who voted to keep the current state flag, and in honor of Women’s History Month, she spoke about the contributions that some local women have made.

II. COMMITTEE REPORTS 

1. Committee recommends approval for authorization to place for sale the city owned property located at 727 South 3rd Street (PIN: 11-26-178-020). The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends sustaining the Zoning Board of Appeals' recommendation of denial for a Special Use Permit for a needle exchange in a C 4, Urban Mixed-Use Zoning District at 401 West State Street, Suite 200 (Live 4 Lali, Inc./Applicant).

A MOTION was made by Barrios to SUSTAIN ZBA. The motion was SECONDED by Ald. Wilkins.

Todd Cagnoni, City Administrator shared some information that he had received from the Winnebago County Health Department. He explained that the Health Department operates the Syringe Service Program that serves three hundred and sixty-five (365) individuals. The courthouse is one of their sites, and the hours of operation are Tuesday and Friday mornings, and Wednesday afternoons. Mr. Cagnoni further explained that the current property owners acquired the building after the application had been filed with the City. He stated that the owners do not approve of the proposed use, and would like the opportunity to speak with their tenants.

4. Honorary Street Name Change - Tay Street

Request for an Honorary Street Name Change on Tay Street from Preston Street to Elm Street renaming said portion to Jessie B. Flint Way in honor of Ms. Jessie B. (Flint) Parham.

Chairman Torina stated that she needed more information concerning this request. She made a MOTION to have this item LAYOVER. The motion was SECONDED by Ald. Wilkins, and CARRIED by a vote of 4-0.

5. Committee recommends approval of the Illinois EPA Highway Authority Agreement and Supplemental Highway Authority Agreement Addendum for the property located at 3005 North Rockton Avenue. The Legal Director shall prepare the appropriate ordinance.
