Village of Rockton Administration Committee met March 17.

Here is the agenda provided by the committee:

Mr. Winters called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Peterson, Dave Winters and Justin York

Staff present: Sally Bennett, Tricia Diduch and Chief Hollinger

Also present: Dave Bennington, Spencer Cushing and Sarah Doerflinger

Absent: Scott Danielson

Motion by Mr. York, second by Mr. Winters to waive the reading of and approve the minutes of March 3, 2025. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

MAYOR – JOHN PETERSON

Mayor Peterson advised the Committee that there will be special Village Board meeting held on Monday, April 7th at 6 pm in reference to the Village Administrator position. Mayor Peterson said that this will be a kick-off meeting where the Village Board will meet with Mark Peterson from MGT Impact Solutions, LLC to discuss the recruitment process and schedule.

COMMUNITY DEVELOPMENT – SCOTT DANIELSON, CHAIRMAN

None.

PUBLIC SAFETY & LEGAL – DAVE WINTERS

Mr. Winters stated that the Axon camera renewal for the police department is up for approval at the Village Board meeting on March 18, 2025. The Committee was okay with this.

Mr. Winters added that the special event liquor license for VeeDubs for the “May Day Faerie Festival” to be held on Saturday, May 3rd form 10 am – 4 pm in Settlers Park is also up for approval at the Village Board meeting. The Committee was okay with this.

ADMINISTRATION – JUSTIN YORK

None.

THE CHIEF– MATT HOLLINGER

Chief Hollinger advised the Committee that the police department is currently working on Old Settlers Days (OSD) and the Ironman triathlon plans and that there is a great group of people on board working with the Village.

Chief Hollinger stated that they hired Jacqueline Bailey as an administrative assistant for the police department to replace Shelby DeFilippis who will be retiring soon.

Chief Hollinger commented that the Mercedes was picked up by the auction company and that the auctioneer said that it could go for up to $45,000 and that the police department will receive 65% of the proceeds from the sale.

Chief Hollinger added that Ofc. Balsley has removed several election signs in the Village right of way and that he sent emails to several candidates so that they’re aware of where signs can be placed.

Mr. York inquired if Chief Hollinger was aware of swatting incidents that are going on that primarily focus on political stuff. Mr. York said that some of the incidents have happened in Illinois and are exceptionally dangerous situations. Mr. York stated that he just wanted this to be on our radar to keep the Village safe.

PLANNING & DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH

Ms. Diduch advised the Committee that this coming Wednesday is the final day to submit a request for proposals (RFP) for the Village’s comprehensive plan. Ms. Diduch inquired about who should be reviewing the RFPs and suggested having five people do this, but no more than two Village Trustees.

Ms. Diduch stated that she and Ms. Kieffer, Village Collector, attended a community series hosted by the Greater Rockford Chamber of Commerce and that it was very informative.

Ms. Diduch said that this is a very busy time for special events in the Village and that she has a lot going on planning for these events.

Ms. Diduch added that she is currently updating the Village website as well.
