A. Approval of Vouchers in the amount of $7,835,263.02. 

B. Approval of an Intergovernmental Agreement between the City of Rockford and  the State of Illinois for IL-251 (North Second Street) Resurfacing (Whitman  Street to Snow Avenue) project. The total cost of the project is estimated to be  $9,943,700.00, of which the City's share is estimated to be $31,939.00. The  funding source is Motor Fuel Tax (MFT) funds. 

C. Approval of an Intergovernmental Agreement between the City of Rockford and  the State of Illinois for US-Business-20 (East State Street) ADA Improvements  (Fairview Boulevard to Rockford College Drive) project. The total cost of the  project is estimated to be $1,437,500.00, of which the City’s share is estimated to  be $47,169.00. The funding source is Motor Fuel Tax (MFT) funds. 

D. Approval of the Amended Intergovernmental Mutual Aid Agreement between the  City of Rockford and the Illinois Public Works Mutual Aid Network (IPWMAN)  to, in the event of a disaster, request aid and assistance in the form of personnel,  equipment, materials and/or other associated services as necessary from other  public works related agencies. The City of Rockford has been a member of  IPWMAN since 2015. The annual membership fee is $500.00. The funding  source is the General Fund.

A. Engineering Agreement Amendment: 1st Street and 2nd Street over Union Pacific  Railroad Bridges (Amendment 1) to Hanson Professional Services, Inc., of Lisle,  Illinois in the additional amount of $223,217.00, for an amended total of  $417,591.00. Additional scope includes further evaluation and documentation of  design alternatives mitigating historic impacts, additional historic research,  additional public meetings, and preliminary site investigation reports. The  contract duration is through June 2026. The funding sources are Grade Crossing  Protection Funds and Private Railroad Funds. 

B. Resolution approving appropriation of Motor Fuel Tax (MFT) funds for  Improvement under the Illinois Highway Code – IL-251 (North Second Street)  Resurfacing (Whitman Street to Snow Avenue) (25-00679-00-SW) in the amount  of $50,000.00. 

C. Resolution approving appropriation of Motor Fuel Tax (MFT) funds for  Improvement under the Illinois Highway Code – US-Business-20 (East State  Street) ADA Improvements (Fairview Boulevard to Rockford College Drive) (25- 00678-00-SW) in the amount of $60,000.00. 

D. Award of Bid: City Wide Pavement Marking 2025 (Paint) (Bid No. 225-PW-027)  to Countryman, Inc., of Rockford, Illinois in the amount of $268,120.17. The  contract duration is through August 29, 2025 with two (2) possible one-year  extension options. The funding source is Motor Fuel Tax funds. 

E. Award of Bid: City Wide Pavement Marking 2025 (Thermo) (Bid No. 225-PW 010) to Marking Specialists Corp., of Arlington Heights, Illinois in the amount of  $114,971.45. The contract duration is through August 29, 2025. The funding  source is Motor Fuel Tax funds. 

F. Award of Non-Competitive Contract: Grant Consulting and Administrative  Services to Ellen Burgeson and Associates, of Rockford, Illinois in the estimated  annual amount of $50,000.00 (based on hourly rates). The contract duration is one  (1) year with four (4) possible one-year extension options. Annual price  adjustments for CPI considered at contract renewal only. The funding sources are  Sales Tax, Motor Fuel Tax funds, CIP General Fund, Water Replacement &  Improvement Account (WRIA), and various departmental operating budgets. 

G. Award of Engineering Agreement: Riverfront Path Illinois Transportation  Enhancement Program (ITEP) (Supplement) to Fehr Graham, of Rockford,  Illinois. 

Original: $201,410.00 

Additional: $36,650.00 

Amended Amount: $238,060.00 

This supplemental work will consist of additional topographical survey, updated  Environmental Survey Request, and additional ADA curb ramp design in order to  obtain an approved Project Development Report (PDR). The funding source is  Motor Fuel Tax funds.

H. Award of Bid: West Riverside Boulevard Drainage Repairs (Bid No. 325-PW 039) to DPI Construction, Inc., of Pecatonica, Illinois in the amount of  

$26,542.65. The contract duration is through June 27, 2025. The funding source is  the CIP General Fund. 

I. Award of Bid: City Wide Street Repairs Group No. 2 – 2025 (Residential) (Bid  No. 225-PW-026) to Rock Road Companies, of Janesville, Wisconsin in the  amount $4,868,675.21. The contract duration is through September 5, 2025. The  funding source is the 1% Infrastructure Sales Tax. 

J. Award of Sole Source Contract: Polyphosphate Treatment Chemicals to Carus  LLC, of Peru, Illinois in the estimated annual amount of $275,000.00 (based on  unit pricing). The contract duration is one (1) year with four (4) possible one-year  extension options. Annual price adjustments for CPI considered at contract  renewal only. The funding source is the Water Fund Operating Budget. 

K. Award of Bid: Water Treatment Chemicals (Bid No. 325-W-034) to Alexander  Chemical Corp., of Laporte, Illinois, and Carus LLC, of Peru, Illinois in the  estimated annual amount of $630,000.00 (based on unit pricing). The contract  duration is one (1) year with four (4) possible one-year extension options. Annual  price adjustments for CPI considered at contract renewal only. The funding source  is the Water Fund Operating Budget. 

L. Renewal of Contract: Neighborly Grant Management Software to Benevate, Inc.  dba Neighborly Software, of Atlanta, Georgia in the amount of $28,880.00. The  contract duration is from July 1, 2025 to June 30, 2026. The funding sources are  the Community Development Block Grant (CDBG), Homeowner Assistance  Fund Home Repair Grant, and General Fund. 

M. Acceptance of Illinois Department of Human Services (IDHS) Rapid Re-housing  Grant Award in the amount of $474,169.00. The grant does not require a cost  match. The grant term is from July 1, 2025 to June 30, 2026. The grant award, if  accepted, will provide funds for approved clients’ landlord, housing and  

stabilization services, payroll, and administration. 

N. Acceptance of Illinois Department of Human Services (IDHS) Shelter Diversion  Grant Award in the amount of $60,000.00. The grant does not require a cost  match. The grant term is from July 1, 2025 to June 30, 2026. The grant award, if  accepted, will provide funds for approved clients’ landlord, housing and  

stabilization services, payroll, and administration. 

O. Award of Sole Source Contract: Twenty-Six (26) Flock Safety License Plate  Readers, Three (3) Flock Safety Long Range License Plate Readers, One (1)  Flock Safety Condor PTZ Camera with LTE Service, and One (1) Flock Safety  Solar Multi-Purpose License Plate Reader/Fixed Camera with LTE Service to  Flock Group Inc. (Flock Safety), of Atlanta, Georgia in the annual amount of  $110,050.00. The contract duration is one (1) year with two (2) possible one-year  extension options. The funding source is the Organized Retail Crime 2025  (ORC25) Grant.
