According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Amends the Child Labor Law of 2024. Makes changes in various provisions to limit the number of hours worked by a minor outside of school hours to 18 hours in a week (currently, 24 hours in a week)."
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill amends the Child Labor Law of 2024 to further regulate work hours for minors by limiting them to no more than three hours per day and 18 hours per week outside school hours when school is in session. The changes also cap work hours at 40 per week when school is not in session, restrict minors from working between 7 p.m. and 7 a.m. during the school year and between 9 p.m. and 7 a.m. from June 1 to Labor Day. Exceptions for minors under 16 permit up to eight hours of work on weekends under specific conditions, and special provisions for performer minors extend permissible night hours. Additional amendments detail allowable work hours in recreational activities and live theatrical performances. The bill takes effect on Jan. 1, 2025.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
