City of Carlyle City Council met April 14.

The Carlyle City Council was called to order by Mayor Judy Smith at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the Pledge of Allegiance.
Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.
City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, City Attorney Joe Heiligenstein, City Treasurer Chad Holthaus, and City Clerk Rita Jurgensmeyer.
Others present were Matt Wilson and Corey Johnson.
Alderman Jeff Taylor made a motion to approve the March 24, 2025, minutes. Alderman Scott Diekemper seconded the motion and it was unanimously approved by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Alderman Jeremy Weh made a motion to pay the claims against the city. The motion was seconded by Alderman John Hodapp and it was unanimously approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Nay: none.
Alderman Jeremy Weh made a motion to approve the transfers from Fund 1 – General Fund to Fund 3 – Street and Alley for $50,000.00, Fund 4 – Police for $100,000.00, Fund 14 – Hotel/Motel Tax for $5,000.00, Fund 17 – Parks for $25,000.00, Fund 18 –Playground for $5,000.00, Fund 19 – Social Security for $10,000.00, Fund 20 – Library for $50,000.00 for a total of $245,000.00. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Nay: none.
Alderman Jeremy Weh made a motion to approve the Treasurer’s Report as presented. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, and Scott Diekemper. Nay: none.
Mayor Judy Smith reminded everyone that on Friday, April 18th the fire department will have a meet and greet with the Easter Bunny from 4:00 p.m. to 6:30 p.m. She also announced that the city employees will have half a day off on Good Friday. All the departments will close at noon.
City Administrator Brad Myers said he wanted the citizens of Carlyle to know that the city employees are doing a great job and they should not be a complaint department for residents. If anyone has a complaint they should call or go to the city hall and speak to either City Administrator Brad Myers or Mayor Judy Smith.
City Administrator Brad Myers announced that the Zoning Board will be meeting on March 24th to discuss the extension of the Clinton County Sheriff’s building located at 810 Franklin Street.
City Administrator Brad Myers said that they are not ready to approve the updated water rates. A new ordinance will need to be made.
Alderman John Hodapp made a motion to continue the updated water rates. Alderman Jeremy Weh seconded the motion and it was unanimously approved by voice vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Nay: none.
City Administrator Brad Myers said that during the Finance Committee meeting the FY26 budget was reviewed, and they are waiting for the end of FY25 to finalize the FY26 budget. City Administrator Brad Myers said that the revenue on the current budget is projected to be $16.6 million and the expenditure on the current budget is projected as $16.5 million. He doesn’t foresee spending that much and at the end of March they only spent $11.3 million and brought it $12.1 million. At the next council meeting there will be a public hearing scheduled at 6:45 p.m. for public comment.
Alderman Jeff Taylor made a motion to put out the draft budget and Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none.
Mayor Judy Smith explained that every year a donation is made to the Clinton County Senior Center for the utilities at the Senior Center.
Alderman Jeff Taylor made a motion to approve the donation to the Clinton County Senior Center. Alderman John Hodapp seconded the motion and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Nay: none.
Chief of Police Mark Pingsterhaus reminded everyone that the K9 fish fry is on Good Friday from 3:30 p.m. – 7:00 p.m. at Pinball Palace. The cost is $10.00 per carry out.
At 7:12 p.m. a motion to adjourn was made by Alderman John Hodapp. Alderman Tammy Peters seconded the motion and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.
