City of Carlyle Finance Committee met April 28.

Here are the minutes provided by the committee:

Call to Order/Roll Call

The meeting was called to order by Chairman Jeremy Weh on Monday, April 28, 2025, at 6:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jeremy Weh, John Hodapp, and Jeff Taylor. Others present included Chief Mark Pingsterhaus, Tammy Peters, Jim McClaren, Scott Diekemeper, Bruce Hilmes, Mike Jansen, Rita Jurgensmeyer, Brad Myers, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes from the April 14, 2025, meeting, John Hodapp made a motion to approve the minutes. Jeff Taylor seconded the motion. After a voice vote, all were found in favor.

Review/Approve FY26 Budget

John Hodapp made a motion to send the FY26 budget to council for approval. Jeff Taylor seconded the motion. After a voice vote, all were found in favor.

Discuss/Approve Dumpster Enclosure Quote

Brad stated that Schulte Contracting was the only company to give the city a quote for the dumpster enclosure at city hall. The quote was $14,840.00. It was then decided that the dumpster at the police station should also be enclosed. Schulte Contracting gave a quote of $27,000.00 to enclose both dumpsters. John Hodapp made a motion to waive competitive bidding and to have Schulte Contracting enclose both dumpsters at the cost of $27,000.00. Jeff Taylor seconded the motion.

FY 25 Line-Item Redistribution Ordinance

John Hodapp made a motion to send the line-item redistribution ordinance to council. Jeff Taylor seconded the motion. After a voice vote, all were found in favor.

There was no unfinished business.

New Business

There was no new business.

Any Other Comments

John Hodapp inquired as to why there were no committee meetings to review individual department’s budgets. Brad stated that he did away with that since all council members review the budget before it’s approved.

Executive Session

There was no executive session.

Adjournment

With no further business to discuss, John Hodapp made a motion to adjourn. Jeff Taylor seconded the motion. Finding all in favor, the meeting adjourned at 6:38 p.m.
