City of Carlyle City Council met April 28.

Public Budget Hearing
The FY26 Public Budget Hearing was called to order by Mayor Pro Tempore John Hodapp, due to the absence of Mayor Judy Smith at 6:45 p.m. at the Case Halstead Library, Carlyle, IL 62231.
The following alderman were present. Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.
City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, Brandon Pieron, and City Clerk Rita Jurgensmeyer.
Others present were Matt Wilson, Corey Johnson, Brad Knolhoff, and Doug Ratermann.
City Administrator Brad Myers presented the FY26 budget.
Being no questions or comments Alderman Jeremy Weh made a motion to adjourn at 6:57 p.m. Alderman Jeff Taylor seconded the motion, and it was approved unanimously by roll call vote. Aye: Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: none.
Regular Meeting
The Carlyle City Council was called to order by Mayor Pro Tempore John Hodapp due to the absence of Mayor Judy Smith at 7:00 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.
The meeting opened with the Pledge of Allegiance.
Aldermen present were Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes.
City employees present were City Administrator Brad Myers, Chief of Police Mark Pingsterhaus, Brandon Pieron, and City Clerk Rita Jurgensmeyer.
Others present were Matt Wilson, Corey Johnson Brad Knolhoff, and Doug Ratermann.
Alderman Jeff Taylor made a motion to approve the April 14, 2025, minutes. Alderman Scott Diekemper seconded the motion and it was unanimously approved by roll call vote. Voting aye Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Tammy Peters. Voting nay none.
Alderman John Hodapp reported for Mayor Judy Smith in mayor’s comments. He asked Alderman Jeff Taylor when the city-wide garage sale is going to be held. Alderman Jeff Taylor said it is this coming weekend. City Administrator Brad Myers said that the maps were being made today. Alderman John Hodapp said maps will be available at the city hall, Carlyle IGA, and the gas stations.
City Administrator Brad Myers reported that it is spring and the grass is growing. The ordinance states that 8” is the max. If it is longer, you can be cited for tall grass. He added that when grass is mowed it is not to be blown out on the street, especially the guttered streets as it is also against the ordinance to blow grass into the streets and you can be cited for it also.
City Administrator Brad Myers said that he did cover agenda item 9.2 discuss/approve dumpster enclosure quote in the finance committee meeting. He said he did go out for quotes and he received one in the amount of $14,840.00 from Schulte Contracting. City Administrator Brad Myers said he spoke with Mayor Smith and she reminded him that the police department also needs a dumpster enclosure. City Administrator Brad Myers went back to Schulte Contracting and asked how much it would be for two. He said he could do two for $27,000.00. Since he only received one quote, he asked the council to waive competitive bidding and approve the quote from Schulte Contracting.
Alderman Jeff Taylor made a motion to waive competitive bidding and approve the quote from Schulte Contracting in the amount of $20,270.00 for two dumpster enclosures. Alderman Tammy Peter seconded the motion and it was unanimously approved by roll call vote. Voting aye Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, and Jim McClaren. Voting nay none.
Alderman John Hodapp read a proclamation for Municipal Clerks Week from May 4th – 10th.
City Administrator Brad Myers presented the FY25 line-item redistribution ordinance. He said this is done every year at the end of the fiscal year. He added that it was forwarded from the finance committee to the city council for approval.

Chief of Police Mark Pingsterhaus said that on Good Friday they had a very successful K9 Fish Fry. He said that they beat their record from last year. They served 755 dinners. He then thanked everyone that came out for it. He also thanked those that gave donations and he thanked Alderman Jeff Taylor and his employees for the use of Pinball Palace.
Alderman John Hodapp said that there was a pretty good crew in support of the pickle ball court at the park committee meeting. City Administrator Brad Myers said they are not approving the quote that was received. It was only for discussion. Alderman John Hodapp explained it was discussed looking into what the city can do, revamping the tennis courts or building new pickle ball courts.
City Administrator Brad Myers presented the list of part-time temporary employees in the park department. He added that it will cost a little bit more this year due to raising the minimum wage to $15.00/hour. Employees that have been there for a while will receive $15.50/hour.
Alderman Jeff Taylor made a motion to approve the summer hires. Alderman Scott Diekemper seconded the motion and it was unanimously approved by roll call vote. Voting aye John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, and Jeremy Weh. Voting nay none.
City Administrator Brad Myers said that after the public hearing there should have been a vote to approve the FY26 budget. City Clerk Rita Jurgensmeyer said that it is not listed on the agenda. City Administrator Brad Myers said that it was part of the presentation of the budget and they should vote on the FY26 budget.
Alderman Jeff Taylor made a motion to approve the FY26 budget. Alderman Tammy Peters seconded the motion and it was approved unanimously by roll call vote. Voting aye Jeff Taylor, Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Voting nay none.
At 7:12 p.m. Alderman Jeff Taylor made a motion to go into executive session to discuss 5 ILCS 120/2(c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. Alderman Jeremy Weh seconded the motion and it was unanimously approved by roll call vote. Voting aye Mike Jansen, Bruce Hilmes, Tammy Peters, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Voting nay none.
At 7:38 p.m. the council returned to executive session.
Alderman John Hodapp said he needs a motion to approve a variance request to extend the Clinton County Sherriff’s Office to the east with the caveat that the water line, the road, and the ground issues have to be solved and they do not object to the concept presented this evening.
