II. INVOCATION
Pastor EJ Parham of St. Paul Church of God gave the invocation. Alderwoman Wilkins led the Pledge of Allegiance.
III. PROCLAMATION
Mayor McNamara read in a proclamation proclaiming May 10, 2025, to be World Migratory Bird Day in the City of Rockford, Illinois.
Mayor McNamara read in a proclamation proclaiming May 1, 2025, to be Law Day in the City of Rockford, Illinois.
IV. PUBLIC SPEAKING
1) Prophet Yusef quoted scripture and spoke about first responders and the dangers they face in that line of work.
2) John Tac Brantley recited a passage of scripture and expressed his feelings with the presidential administration.
3) Denzel Wynter talked about his upbringing in Rockford and recent police activity. V. COMMITTEE REPORTS
1. Approval of the Amendments to the 2025-2029 Consolidated Plan, 2025 Annual Action Plan and CDBG-CV Activities.
Alderman Rose made a motion to approve. Alderman Durkee seconded. Sarah Leys Director of the Community and Economic Development Department, gave a brief overview of the amendments and took questions from the aldermen. After discussion, MOTION PREVAILED 4 TO 0 by roll call vote.
RESULT: ADOPTED [UNANIMOUS]

Alderman Rose made a motion to adjourn. Alderwoman Meeks seconded the motion. MOTION PREVAILED by unanimous voice vote. The meeting adjourned at 6:22 p.m.
