Village of Rockton Board of Trustees met May 6.

Mayor Peterson called the meeting to order at 7:00 pm.

Present: Mayor Peterson, Mr. Baumgartner, Mr. Danielson, Mrs. Honkamp, Mr. Winters, Mr. York and Atty. Szeto

APPROVAL OF MINUTES

Motion by Mr. Winters, second by Mr. York, to waive the reading of the April 15, 2025 Village Board meeting minutes. All ayes. Motion approved 5-0.

AMENDMENTS TO THE AGENDA

Mr. Baumgartner stated that he would like to remove Item #3 and #4 under Ms. May. Motion by Mr. Winters to approve the amendments to the agenda, second by Mr. Baumgartner. All ayes. Motion approved 5-0.

PUBLIC COMMENT

MAYOR PETERSON

Mayor Peterson read the “World Migratory Bird Day” proclamation to the Village Board.

PUBLIC SAFETY AND LEGAL & BUDGET – MR. WINTERS

Mr. Winters shared the Rockton Police Department activity summary from April 15th – 30th with the Village Board.

Motion by Mr. Winters to approve Ordinance 2025-7: An Ordinance Amending Title III: Administration, Chapter 24, Taxation and Finance, Section 34.004 of the Code of Ordinances of the Village of Rockton, Illinois Regarding Retailers’ Occupation Tax, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 5-0.

Motion by Mr. Winters to approve Ordinance 2025-8: An Ordinance of the Village of Rockton, Illinois Implementing a Non-Home Rule Municipal Retailers’ Occupation Tax and a Non-Home Rule Municipal Service Occupation Tax, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 5-0

Motion by Mr. Winters to approve Ordinance 2025-9: An Ordinance of the Village of Rockton, Illinois Approving and Authorizing the Village to Enter into a Lease Agreement with Cooper Olafson Land Development, LLC Regarding the Property Commonly Known as 122 E. Main Street, Rockton, Illinois, second by Mr. Baumgartner. Roll call. All ayes. Motion approved 5-0.

ADMINISTRATION – MR. YORK

None.

WATER, SEWER, AND GARBAGE – MS. MAY

Motion by Mr. Baumgartner to waive the formal bid process for emergency repairs of Well #5, second by Mr. York. Roll call. All ayes. Motion approved 5-0.

Motion by Mr. Baumgartner to ratify the consensus for emergency repairs of Well #5 by Water Well Solutions at a cost not exceed $125,000, second by Mr. York. Roll call. All ayes. Motion approved 5-0.

Motion by Mr. Baumgartner to approve the low bid for the Blackhawk Watermain Project for Northern Illinois Service Co. in the amount of $1,294,086.28, second by Mrs. Honkamp. Roll call. All ayes. Motion approved 5-0.

COMMUNITY DEVELOPMENT – MR. DANIELSON

None.

BUILDINGS AND PARKS – MRS. HONKAMP

Motion by Mrs. Honkamp to approve the special events application for the “Rockton River Market” to be held on Wednesdays (May 21st – August 28th) in Settlers Park, second by Mr. Winters. Roll call. All ayes. Motion approved 5-0.

STREETS AND WALKS – MR. BAUMGARTNER

Motion by Mr. Baumgartner to approve Resolution 2025-110: IDOT Rebuild Illinois Funds for Bristlewood Court Resurfacing Project ($120,000), second by Mr. York. Roll call. All ayes. Motion approved 5-0.

EXECUTIVE SESSION

NEW BUSINESS

Mayor Peterson recognized Mrs. Honkamp (8 years of service) and Mr. Danielson (4 years of service) for serving as Village Trustees and presented them with gifts from the Village.

Motion by Mr. Winters, second by Mr. York, to pay bills in the amount of $202,889.69. Roll call. All ayes. Motion approved 5-0.
