1. Committee recommends denial of the request for authorization to allow the Zoning Officer to file a Text Amendment to remove the Special Use Permit option for Residential Storage Warehouse in C-3 and C-4 Zoning Districts.

C. Finance and Personnel Committee

1. Committee recommends approval of the Award of Bid: City Wide Street Repairs Group No. 5 - 2025 (Residential) to Rock Road Companies, of Rockford, Illinois in the amount of $2,300,643.22. The contract duration is through October 3, 2025. The funding source is the 1% Infrastructure Sales Tax.

2. Committee recommends approval of the Award of Bid: City Wide Pavement Preservation - Microsurfacing - 2025 to AC Pavement Striping, of Elgin, Illinois in the amount of $668,229.45. The contract duration is through August 1, 2025. The funding source is Motor Fuel Tax (MFT) funds.

3. Committee recommends approval of the Award of Joint Purchasing Contract: Pure Storage Upgrade to Insight Public Sector, of Tempe, Arizona. The contract duration is for three (3) years with two (2) possible one-year extension options for a total amount not to exceed $152,315.21. Annual price adjustments for CPI considered at contract renewal only.

The funding source is the Information Technology Operating Fund.

4. Committee recommends approval of the Award of Joint Purchasing Contract: Legistar Agenda/Minute Software by Granicus to Carahsoft Technology Corporation, of Reston, Virginia in the amount of $100,353.77 (this includes one-time data conversion, training and implementation costs of $52,477.19). The contract duration is through September 15, 2026, with four (4) possible one-year extension options.

Annual price adjustments for CPI considered at contract renewal only. The funding source is the Information Technology Operating Fund.

5. Committee recommends approval of the rejection of Bids/Solicit New Bids for FMLA Administration. Only two proposals were received and two were disqualified at opening due to documentation errors.

D. Legislative and Lobbying Committee

1. Approval and confirmation of priority items for the City of Rockford's Legislative and Lobbying efforts in the Illinois General Assembly.
