City of Carlyle Finance/Water & Sewer Committees met June 23.

Call to Order/Roll Call
The meeting was called to order by Finance Chairman Jeremy Weh on Monday, June 23, 2025, at 6:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Finance Committee members present included Jeremy Weh, John Hodapp, and Jeff Taylor (arrived at 6:38 p.m.) Water and Sewer Committee members present were Mike Jansen and Jeremy Weh. Chairman Scott Diekemper was absent. Others present included Mayor Judy Smith, Rita Jurgensmeyer, Chief Mark Pingsterhaus, Andy Wennerstrom, and Matt Wilson (arrived at 6:39 p.m.)
Approval of Minutes
Alderman Jeremy Weh made a motion to approve the finance committee minutes from June 9, 2025. The motion was seconded by Alderman John Hodapp, and it was approved by voice vote.
Alderman Mike Jansen made a motion to approve the water and sewer committee minutes from March 10, 2025. Alderman Jeremy Weh seconded the motion, and it was approved by voice vote.
Approval of Claims
Alderman Jeremy Weh made a motion to approve the claims. Alderman John Hodapp seconded the motion, and it was approved by voice vote.
Partnership with Christmas Ladies
Mayor Judy Smith said the Christmas Ladies have asked for their annual donation from the city to purchase items for Christmas in Carlyle. They are asking for $3,000.00. Alderman John Hodapp made a motion to approve and take to the city council the $3,000.00 donation to the Christmas Ladies. Alderman Jeremy Weh seconded the motion, and it was approved by voice vote.
Approve Quote for Turbidimeters
Andy Wennerstrom said that he received three quotes to purchase turbidimeters. He said that he had a demo version of the one that Sidener Environmental Services quoted. He had it running for about six months. He has one running right now from the Swan Analytical Instruments. He has had it running for about three months. He didn’t have a demo from Hach. He said the Hach units are only good for a one-year warranty. If he were to get the Hach units they also need service plans. He said they have too much stuff going on. They have to have an internet connection; the software needs upgraded all the time. He said it is $1,000.00/year/unit for the contract agreement. The price from Hach doesn’t include installation. Sidener does have installation included. There are a couple of different parts to this one. There is a probe that goes into a cylinder that has the water in it and it is a pain because you have to pull it out to clean it. The probes have a warranty for 13 months, and the other controllers are warrantied for a year. They say two to three years on the sensors. The Swan has a four-year total replacement warranty. He said none of the components are submerged in water. He explained how to clean the units and how easy it is. Swan will install them at no charge. Andy Wennerstrom said he would like to accept the bid from Swan Analytical in the amount of $26,200.00. He said it is a little higher than the other bids, but he feels it will be cheaper in the long run. Alderman Jeremy Weh made a motion to accept and send to the city council the quote from Swan Analytical for the purchase of five turbidimeters at the cost of $26,200.00. Alderman Mike Jansen seconded the motion, and it was approved by voice vote.
Approve Quote for Filter Media
Andy Wennerstrom explained the quotes for the filter media. He has two quotes. One is from Westech in the amount of $24,676.23. The other quote is Kurita in the amount $10,800.00. Alderman Jeremy Weh made a motion to approve and send to the city council the quote from Kurita for the filter media in the amount of $10,800.00. The motion was seconded by Alderman Mike Jansen, and it was approved by voice vote.

At 6:41 p.m. Alderman John Hodapp made a motion to adjourn. Alderman Mike Jansen seconded the motion and it was approved by voice vote.
