Village of Rockton Budget & Finance Committee met July 1.

Here are the minutes provided by the committee:

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Sally Bennett, Dan Baumgartner, Connie Kieffer, Dave Winters and Justin York

Staff present: Dan Barber, Tricia Diduch and Chief Hollinger

Motion by Mr. York, second by Mr. Baumgartner, to waive the reading of and approve the minutes of June 17, 2025. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

None.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $285,575.40.

MAYOR PETERSON

Mayor Peterson stated that the American Legion attended both the Administration and Public Works Committee meetings to discuss partnering with them for a parking lot addition that would include 45 public parking spaces for the downtown area. Mayor Peterson said that the low bid came in at $228,000 for the project and that of the Village decided to partner with them, it wouldn’t have to be paid in this year’s budget. Mayor Peterson commented that the Public Works Committee thought the Village should split the cost 50/50 with the American Legion. Ms. Diduch said that she wants to run through some of the numbers to see if the Village wants to use some of its Downtown TIF funds. Ms. Diduch stated that she doesn’t want to deplete those funds. Mr. York and Mr. Baumgartner said they are good with the 50/50 split, but would like the Village to be able to use the American Legion for events without any additional expenses. Mrs. Bennett added that the Village also receives video gaming revenue from the American Legion.

VILLAGE TREASURER, SALLY BENNETT

Mrs. Bennett advised the Committee that all of the budget numbers have been entered into the Civic software program.

Mrs. Bennett said that she’s completing the final steps for the audit and that she’s working with Don Elliot on a few things as well.

Mrs. Bennett stated that she added the most recent financial statement to the Village website and that she will work on getting the missing statements on the website as well.

VILLAGE COLLECTOR, CONNIE KIEFFER

Ms. Kieffer stated that the 2025-2026 IMRF total compensation package was also added to the Village website.

Ms. Kieffer advised the Committee that she collected $38,953 for liquor licenses and that $9,375 will be collected in December for those businesses that choose to pay two installments for the year. Ms. Kieffer said that she collected all of the tobacco license fees that totaled $700. Ms. Kieffer commented that Rockton Food & Spirits would like to change the classification of their liquor license and that it comes out to be the same amount of what they’re currently paying.
