Belvidere Community Unit School District 100 Board of Education Business Services Committee met Aug. 4.

Here is the agenda provided by the board:

A. Business Services Discussion Items 

1. Strategic Plan Update - Goal 5 

Submitted By: Jo Ann Armstrong 

Description: Each meeting the administration will provide a review of the District's progress to achieve the goals of the strategic plan. The Business Service Committee will focus on Goal 5: Operational Resources. 

This monthly presentation, the District's scorecard, and the Schools' Scorecard provide key updates about the school district's progress to implement the strategic plan.

2. Solar Update from Nania 

Becky Thompson returns with an update on solar recommendations. 

3. Microsoft Renewal

The renewal is up for our Microsoft Licensing for Desktops, Servers, and Office for the District. Attached below is a 1 year quote renewal to continue services at $49,010.65.

4. ECRA Contract Renewal 

With the signing of PA104-0020 on July 1, 2025, inclusion of student growth data is now optional and subject to local discretion. While the District would have preferred to reevaluate its related ECRA services, the final signing of the law occurred after the 90-day cancellation window specified in our agreement with ECRA. Therefore, we will need to maintain the current contract for one more year. 

5. Intergovernmental Agreement for School Resource Deputy Between School District 100 and City of Belvidere

The Administration recommends the approval of the Intergovernmental Agreement for School Resource Deputy between School District 100 and City of Belvidere.

7. Fuel Bid Approval

Approve Petroleum Traders for the 25-26 Contract

9. Excess Property Disposal - BNHS 

Policy 4:80 requires the Board of Education to approve the disposal of District Property. Belvidere North High School seeks approval to dispose of a paper-folding machine that is past its useful life and inoperable. The schools are using alternative methods for mailing, therefore a replacement is not necessary

Recommendation to the Board to approve. 

10. Excess Property Disposal - Facilities 

Policy 4:80 requires the Board of Education to approve the disposal of District Property. The Facilities Department seeks approval to auction a truck and plow that is no longer in use. This vehicle is the oldest in our fleet and has become increasingly unreliable. This vehicle does not need to be replaced at this time due to the van purchases previously approved for the new staff. Upon Board approval for the disposal, we plan to auction the vehicle, where we have previously had success with larger items.

Recommendation to the Board to approve. 

11. Raptor Badge Alert 

The District recommends entering into a three-year agreement with Raptor Technologies to implement the Raptor Badge Alert system following a review of current emergency response limitations. This wearable panic button solution will be deployed across all 10 buildings and issued to approximately 1,400 staff members, providing a reliable and user-friendly method for reporting emergencies, such as active threats, medical incidents, or other critical situations. The badges integrate with the District’s existing Raptor Emergency Management System and connect via in-building Wi-Fi sensors, ensuring consistent performance even in areas with poor cellular coverage. With the press of a button, staff can initiate an alert, enhancing response times and strengthening campus safety. 

Approve the 3-year contract for Raptor’s Badge Alert program. 

12. Facility Master Plan Phase Discussion 

Nexus and District Administration will meet with the Business Services Committee to further discuss the details and next steps of Phase 1 of the Facility Master Plan
