II. ACCEPTANCE OF MINUTES

The minutes of the last regular meeting held on June 11, 2025, were approved as submitted.

III. TRAFFIC REQUESTS

A. New Business

1. Request in the 1st Ward, by Mike Donnelly, 1408 Reid Farm Road, to establish all-way stop control at the intersection of Reid Farm Road and Clovernook Road. (K. Lin commented that this request has come before the Commission before and that people are concerned about the safety of walkers using Reid Farm Road to access the Midway Path. She also shared the results of two speed studies conducted in 2023 and this year.

The 85th percentile speed for both years was 32mph and the average speed for both years was 26.8mph. There have been no accidents in the study time period and volumes do not warrant an all-way stop. The Commission commented that a solution to the problem would be to install sidewalk.

Commission recommended taking “No Action.” Motion by P. Yarbrough, seconded by A. Hartman, Voted 8-0).

2. Request in the 12th Ward, by Jerry Kolls, 3719 Barlow Court, to establish a “No Parking Any Time” restriction on the south side of Toft Street from Barlow Court to 125 feet east of Barlow Court. (Mr. Jerry Kolls spoke on behalf of his request and explained his concern about cars exiting Barlow Court and the difficulty of seeing eastbound vehicles due to cars being parked in the request area. K. Lin commented that two surveys were sent out and only one response, in opposition to the request, was received.

There is no history of accidents at this location. Commission recommended taking “No Action.” Motion by D. Bissell, seconded by M. Bonne, Voted 8-0. K. Lin informed Mr. Kolls that, assuming the Commission’s recommendation is not overturned or returned to the Commission, Public Works will install a “No Parking Here to Corner” sign at this location. This can be done without action by the Commission.)

3. Request in the 13th Ward, by Rockford Public Works Department, to establish “Residential Parking” on the west side of Court Street from 30 feet south of Chestnut Street to 90 feet south of Chestnut Street. (K. Lin explained the lack of parking for the residents at 516 Chestnut. While there is parking in front of the building, the parking spots are often filled due to events in the area. In addition, a future project on Chestnut Street may impact the existing parking. It was noted that there is an existing restriction for 2-Hour Parking in the request area and that this restriction would remain. The residential permit would allow permit holders to be exempt from the 2-hour restriction. It was also explained that a residential permit does not signify reserved parking for the permit holder. A motion for No Action was made by M. Bonne but no second was received.

Commission recommended laying the item over so that the plans for the Chestnut Street project can be reviewed. Motion by M. Bonne, seconded by P. Yarbrough, Voted 9-0).
