City of Carlyle Employee Concerns Committee met July. 28.

Call to Order/Roll Call
The meeting was called to order by Chairman Jim McClaren on Monday, July 28, 2025, at 6:15 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jim McClaren and Bruce Hilmes. Tammy Peters was absent. Others present included Mayor Judy Smith, Brad Myers, Rita Jurgensmeyer, John Hodapp, Jeremy Weh, Scott Diekemper, and Mike Jansen. Jeff Taylor arrived at 6:22 p.m.
Approval of Minutes
Alderman Bruce Hilmes made a motion to approve the minutes from the Employee Concerns Committee meeting on July 2, 2025. The motion was seconded by Alderman Jim McClaren and approved by voice vote.
Approve Water & Sewer Labor Contract
City Administrator Brad Myers explained that the water and sewer labor contract was about ready to go at the last meeting, but they had to make sure that the union had everything in the contract that was agreed to. Alderman Bruce Hilmes made a motion to send to the city council the water and sewer labor contract for approval. Alderman Jim McClaren seconded the motion, and it was approved by voice vote.
Approve Street & Alley Labor Contract
City Administrator Brad Myers said that the street and alley contract has been reviewed and is ready to be sent to the city council for approval. Alderman Bruce Hilmes made a motion to send to the city council for approval the street and alley labor contract. Alderman Jim McClaren seconded the motion, and it was approved by voice vote.

Executive Session
At 6:19 p.m. Alderman Bruce Hilmes made a motion to go into executive session to discuss 5 ILCS 120/2(c)(1) The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity. Alderman Jim McClaren seconded the motion, and it was approved by voice vote. At 6:36 p.m. the committee returned to the open session.

At 6:36 p.m. Alderman Bruce Hilmes made a motion to adjourn, Alderman Jim McClaren seconded the motion, and it was approved by voice vote.
