City of Loves Park City Council met Aug. 4.

Here are the minutes provided by the council:

Mayor Greg Jury called the meeting to order at 6:00 p.m.

Alderman Mike Owens opened the meeting with an invocation, followed by the Pledge of Allegiance.

Present: Aldermen Jim Thompson, Mark Peterson, Frank Laudicina, Robert Schlensker, Doug Allton, Mike Owens, John Jacobson, Clint Little, Dan Jacobson (via telephone), John Pruitt

Also Present: City Clerk Bob Burden

1. APPROVAL OF CITY COUNCIL MINUTES

The Journal of Proceedings for the regular meeting of July 21, 2025, were approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Laudicina, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, John Pruitt)

2. COMMUNICATIONS, MAYOR’S REPORT & ANNOUNCEMENTS

3. SPECIAL EVENT PERMIT REQUEST

Received a Special Event Permit application from Vietnam 2 Now to hold a remembrance ceremony on Friday, September 19, 2025, at Loves Park City Hall, from 6:00 p.m. to 11:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.

Alderman Thompson of the Codes and Regulations Committee moved to approve the Special Event Permit for Vietnam 2 Now to hold a remembrance ceremony on Friday, September 19, 2025, at Loves Park City Hall, from 6:00 p.m. to 11:00 p.m. Second by Alderman Owens. Motion carried by voice vote.

4. COMMERCE COMMISSION HEARINGS

Received notices from the Illinois Commerce Commission of four public hearings to be held via WebEx. Placed on file.

5. RIBBON CUTTING CEREMONY

Mayor Jury announced that a ribbon cutting ceremony will be held at Tacos El Jefe Mexican Grill, 6566 E. Riverside Blvd. on August 6, 2025 at 11:00 a.m.

Mayor Jury announced that a ribbon cutting ceremony will be held at Darrian Knotts Hypnotherapy, 7124 Windsor Lake Parkway on August 5, 2025 at 2:00 p.m.

7. NATIONAL NIGHT OUT

Mayor Jury announced that National Night Out will be held at Harlem High School on August 5, 2025 from 5:00 p.m. to 7:00 p.m.

Alderman John Jacobson presented the General Fund and all other bills dated August 4, 2025, in the amount of $465,736.27 and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Laudicina, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

10. WATER FUND BILLS

Alderman John Jacobson presented the Water Department bills dated August 4, 2025, in the amount of $172,343.02, and moved that they be paid. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Laudicina, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

Alderman Allton presented the Police Department Report for August 4, 2025; presented the Fire Department Report for August 4, 2025, to be placed on file.

Alderman Schlensker presented the Street Department Report for August 4, 2025; presented the Water Department Report for August 4, 2025, to be placed on file.

Alderman John Jacobson of the Finance and Administration Committee presented the minutes from the committee meeting held on July 21, 2025, to be placed on file.

Alderman Allton of the Public Safety Committee announced that a committee meeting will be held on Tuesday, September 2, 2025 at 5:30 p.m.

17. PUBLIC WORKS COMMITTEE

Alderman Schlensker of the Public Works Committee presented the minutes from July 21, 2025, to be placed on file.

18. CODE & REGULATIONS COMMITTEE

Alderman Thompson of the Codes and Regulations Committee presented the minutes from the committee meeting held on July 21, 2025, to be placed on file.

19. COMMUNITY DEVELOPMENT COMMITTEE

Alderman Pruitt of the Community Development Committee announced that a committee meeting will be held on August 18, 2025 at 4:30 p.m.

20. RESOLUTIONS & MOTIONS

21. LANTERN DRIVE REPAIRS

Alderman Schlensker presented the following Resolution and moved for its approval, RESOLVED, that the Street Department Manager is authorized to hire Stenstrom Excavation and Blacktop to do repairs to Lantern Drive at a cost not to exceed twenty-six thousand five hundred forty-two dollars ($26,542.00). Half of the funds shall be taken from Account No. 31-51-4165 (Water Department Excavation Restoration) and half of the funds will be taken from Account No. 01-11-8035 (Street Department Road Repairs). Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Laudicina, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

RESOLUTION NO. 25-067

22. DRIVEWAY WIDENING

Alderman Schlensker presented the following Resolution and moved for its approval, RESOLVED, that the Street Department Manager is hereby authorized to allow a footprint change by widening the driveway at 7566 Bridlewood Road, Loves Park. Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Laudicina, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

RESOLUTION NO. 25-068

23. SPECIAL EVENT PERMIT

Alderman Thompson moved to approve a Special Event Permit application and fee waiver request for the German Society of Rockford to hold Oktoberfest at Loves Park City Hall on September 27, 2025 from 11:00 a.m. to 11:00 p.m. Second by Alderman Schlensker. Motion carried by voice vote.

24. SPECIAL EVENT PERMIT

Alderman Thompson moved to approve a Special Event Permit application from Ed Ward to hold a wedding at 12315 Empire Street on September 13, 2025 from 5:00 p.m. to 11:00 p.m. Second by Alderman Owens. Motion carried by voice vote.

Alderman John Jacobson presented an ordinance fixing and approving wages, salaries, fees or compensation for city employees, and moved for passage of the ordinance. Second by Alderman Peterson. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Laudicina, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

ORDINANCE NO. 4724-25

27. SURPLUS PROPERTY

Alderman Schlensker presented an ordinance authorizing the disposal of surplus personal property owned by the City of Loves Park, and moved for passage of the ordinance. Second by Alderman John Jacobson. Motion carried. 10 Ayes (Aldermen Thompson, Peterson, Laudicina, Schlensker, Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt)

ORDINANCE NO. 4725-25

28. PUBLIC COMMENT

Nathan Walters requested a multi-animal permit as he is over the limit for the number of cats allowed in one residence.

29. ADJOURNMENT

Alderman John Jacobson moved that the meeting be adjourned. Second by Alderman Schlensker. Motion carried by voice vote. The meeting was adjourned at 6:15 p.m.
