II. ACCEPTANCE OF MINUTES 

The minutes of the last regular meeting held on July 9, 2025, were approved as submitted.

III. TRAFFIC REQUESTS 

A. New Business

1. Request in the 13th Ward, by Rockford Public Works Department, to establish “Residential Parking” on the west side of Court Street from 30 feet south of Chestnut Street to 90 feet south of Chestnut Street. (This item was laid over from the July Traffic Commission.) (Mr. Joseph Spangenberg, spoke on behalf of the request and explained the lack of parking in the area of his apartment building. He expressed concerns about the lack of plowing in the parking area immediately in front of his building and that it causes problems finding other parking. He commented that by having the availability of the permit parking, it may make plowing this area easier as cars can move out of that area. K. Lin pointed out that establishing residential parking does not reserve those parking spots for residents as they are still open to the public. It only allows permit holders to disregard the time restriction, which in this case is 2 hours. Commission recommended establishing “Residential Parking” on the west side of Court Street from 30 feet south of Chestnut Street to 90 feet south of Chestnut Street. Motion by S. Capovilla, seconded by T. Okite, Voted 9-0).

2. Request in the 8th Ward, by Sylvia Emerson, 3911 Florida Drive, to establish one-way stop control at the intersection of Calgary Court and Florida Drive. (Ms. Sylvia Emerson spoke on behalf of her request. She explained the traffic flow in the general area and called attention to the density of apartment complexes. She also pointed out that most of the adjacent intersections, including at the other end of Calgary Court, have some level of traffic control. K. Lin noted that there have been two accidents at the intersection within the study period. Commission recommended establishing one-way stop control at the intersection of Calgary Court and Florida Drive, with Calgary Court stopping for Florida Drive. Motion by D. Bissell, seconded by P. Yarbrough, Voted 9-0).
