City of Loves Park City Council met Sept. 15.

Mayor Greg Jury called the meeting to order at 6:00 p.m.
City Clerk Bob Burden opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES
The Journal of Proceedings for the regular meeting of September 2, 2025, was approved as submitted by the City Clerk on a motion by Alderman Schlensker. Second by Alderman Allton. 4. RESIGNATION LETTER
Received a letter of resignation from Loves Park Police Officer Claudia J. Grenlund, effective September 4, 2025. Placed on file.
5. RETIREMENT LETTER
Received a letter of retirement from Loves Park Police Officer Ron McFarland, effective September 18, 2025. Placed on file.
6. COMMITTEE OF THE WHOLE
Clerk Burden presented the minutes of the Committee of the Whole meeting held on September 2, 2025.
Alderman Schlensker moved to approve the Committee of the Whole meeting minutes held on September 2, 2025. Second by Alderman Allton. Motion carried by voice vote.
7. RIBBON CUTTING CEREMONY
A ribbon cutting ceremony will be held at Tahini, 1521 E. Riverside Blvd. on September 15. 2025 at 1:00 p.m.
8. CANDLELIGHT REMEMBRANCE CEREMONY
The Vietnam2Now will host a POW/MIA candlelight remembrance ceremony on Friday, September 19, 2025 at 6:30 p.m. at Loves Park City Hall.
9. BIKE SHOW & SWAP MEET
The Wolf Pack Motorcycle Club is holding a swap meet and bike show on Loves Park City Hall grounds on September 20-21, 2025 from 8:00 a.m. to 6:00 p.m.
10. OKTOBERFEST
The German Society’s Oktoberfest will be held at Loves Park City Hall on September 27, 2025 from 11:00 a.m. to 11:00 p.m.
11. COUNCIL MEETING
The next city council meeting will be held on October 6, 2025.
12. FIRE PREVENTION WEEK
Fire Chief James Hart announced that Loves Park Fire Department is hosting a Fire Prevention Open House on Sunday, October 5, 2025 at Station 1, 5180 Rock Valley Parkway from 1:00 p.m. to 3:00 p.m.
13. COMMUNITY CONNECT PROGRAM
Fire Chief James Hart also announced the launch of Community Connect, a new public safety tool that gives residents and business owners the opportunity to share important life safety details with the Fire Department, to help them respond more effectively in the event of an emergency.

Alderman Mark Peterson presented the General Fund and all other bills dated September 15, 2025, in the amount of $1,307,308.33 and moved that they be paid. Second by Alderman Pruitt. 24. POLICE TASER PURCHASE
Alderman Peterson presented the following Resolution and moved for its approval, RESOLVED, that the Chief of Police is authorized to purchase 38 TASER 10 Certifications, with all associated hardware and software, from Axon Enterprise, 17800 N. 85th Street, Scottsdale, AZ 85255 per the attached negotiated quote. The total cost of the TASER 10 Project is $185,614.80, and shall be paid through a 60-month contract, with 5 annual payments and due at the time of execution of the contract. RESOLUTION NO. 25-078
25. POLICE LEXIPOL POLICY SUBSCRIPTION PURCHASE
Alderman Peterson presented the following Resolution and moved for its approval, RESOLVED, that the Chief of Police is authorized to purchase an annual Lexipol Policy Subscription from Lexipol LLC, 2611 Internet Blvd. Suite 120, Frisco, TX 75034 per the attached negotiated quote. The total cost of the project is $33,454.80, which includes the yearly subscription ($19,635.30) and one-time implementation fee ($13,819.50), and this shall be paid from Account No. 01-13-9220 (Data Processing). 26. SPECIAL EVENT PERMIT
Alderman Thompson moved to approve a Special Event Permit application from Tony LaMarca for a Halloween Concert to be held on October 31, 2025 at the greenspace adjacent to 12559 Tweed Drive, from 6:00 p.m. to 9:00 p.m. Second by Alderman Owens. Motion carried by voice vote.
27. SPECIAL EVENT PERMIT
Alderman Thompson moved to approve a Special Event Permit application from Milestone Inc. for a Trunk or Treat to be held at 4060 McFarland Road, on October 18, 2025 from 11:00 a.m. to 2:00 p.m. Second by Alderman Owens. Motion carried by voice vote.

Alderman Peterson presented an ordinance amending Chapter 90 of the Loves Park Code of Ordinances regarding water rates, and moved for passage of the ordinance. Second by Alderman Owens. Alderman Thompson presented an ordinance approving a Class D Liquor License for Hachi Sushi, 6516 E. Riverside Blvd., and moved for passage of the ordinance. Second by Alderman Owens. ORDINANCE NO. 4739-25
31. GOOD OF THE ORDER
Alderman Thompson congratulated his son and Winnebago County Board member Mike Thompson for earning his PHD in Political Science. He also spoke about the recent assassination of Political Activist Charlie Kirk and called for a moment of silence in honor of our freedom of speech and religion.

Alderman Schlensker moved that the meeting be adjourned. Second by Alderman Allton. Motion carried by voice vote. The meeting was adjourned at 6:16 p.m.
