Village of Rockton Budget & Finance Committee met Sept. 16.

Chairman Winters called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Peterson, Dan Baumgartner, Sally Bennett, Connie Kieffer, Dave Winters and Justin York
Staff present: Dan Barber, Chief Hollinger, Atty. Szeto (6:33 pm) and Happy Welch
Motion by Mr. York, second by Mr. Baumgartner, to waive the reading of and approve the minutes of September 2, 2025. All ayes. Motion approved 3-0.

SPECIAL WARRANT CONSIDERATIONS
None.
RECOMMENDATION OF PAYMENT
Bills were reviewed and recommended for approval in the amount of $349,999.03.
MAYOR PETERSON
Mayor Peterson advised the Committee that he received an email from Alan Zeis, Executive Director of the Winnebago County Housing Authority, and that they are not moving forward with the purchase of the Goldie Floberg property. Mayor Peterson stated that Mr. Zeis indicated that they ended their developer relationship with 5th Avenue Capital Partners, Inc. Mr. Winters said that the Village will have to get another appraisal done on the property. Atty. Szeto indicated that the appraisal may have to be dated within a certain time frame and that he will look into this.

VILLAGE TREASURER, SALLY BENNETT
Treasurer Bennett noted that starting January 1, 2025, Illinois has implemented new rules requiring out of-state sellers to collect a destination-based retailers’ occupation tax instead of the previous Use Tax for sales made to Illinois customers. Treasurer Bennett reviewed year over year collection of Use and Sales Taxes and determined that the Village has received $28,842 more this year than last year. Treasurer Bennett said that this was expected, since Use Tax is collected by the state and divided among all Illinois municipalities and Sales Tax goes directly to the destination municipality without having to share.
