1. 2022-115-CR - Committee recommends approval of the Funding Agreement with Rockford Area Convention & Visitors Bureau (RACVB) for the years 2023-2028 and the continued lease of 102 N. Main Street for an additional six years. The funding source is seventy percent (70%) of the five percent (5%) Municipal Hotel Operators Occupation Tax (HMT).

The base rent will be an annual fee of $85,382.88. The Legal Director shall prepare the appropriate ordinance.

A. Alderman Beach

Alderman Beach voiced his frustrations regarding the reckless panhandlers that continue to stand in busy intersections and in the median while traffic passes close by. He expressed his concerns for the safety of the panhandlers and the drivers of the vehicles. Alderman Beach asked if there was something that could be done to prohibit or discourage the panhandlers from continuing to be so careless.

Mayor McNamara stated he shared Alderman Beach's concerns. He mentioned there are numerous services available to assist people in need and he discouraged citizens from giving money to panhandlers.

B Alderman Torina

Alderman Torina announced the Juneteenth Celebration would be held on Saturday and Sunday, June 18th and 19th at Sinnissippi Park. She mentioned the schedule of events included free live music, raffles and giveaways. Alderman Torina encouraged the community to come out and support the Juneteenth Celebration.

Mayor McNamara requested that Alderman Torina forward to him the schedule of events for the Juneteenth Celebration and he stated he would distribute it to the other council members.

C. Alderman Bonne

Alderman Bonne suggested that a public media campaign be organized to discourage citizens from contributing to panhandlers standing in roadways. He requested that panhandler signs be posted at the intersection of Mulford Road and Newburg Road.

Alderman Beach suggested that a card listing contact information for the food and shelter services available could be created for citizens to distribute to panhandlers instead of giving them money.

D. Alderman Rose

Alderman Rose spoke about the problems with dirt bikes and 4-wheelers being driven on city streets. He mentioned there have been several reports of individuals shooting while driving the 4-wheelers and he encouraged residents that have any information about the incidents or know where any dirt bikes and 4-wheelers are being stored to contact the police.

Alderman Rose announced his former student, Danielle Juhre, was playing at the Sinnissippi Music Shell on June 23, 2022 and at Anderson Japanese Gardens on July 26, 2022. He commented that Ms. Juhre is a local star that recently made the Grammy Top 100 list and she currently touring in England.

E. Alderman Quinonez

Alderman Quinonez stated the residents of Valkommen Plaza wanted to thank Mayor McNamara and Assistant Deputy Chief Randy Berke for attending their monthly meeting.

F. Alderman Prunty

Alderman Prunty mentioned she has received numerous calls regarding overgrown grass and she encouraged residents to keep their lawns mowed. She directed citizens that wanted to report a property that is not in compliance to use the online portal located on the City of Rockford website.

Alderman Bonne stated Mercy Health has a property in the Fourteenth Ward that continues to have overgrown grass.
