Village of Rockton Administration Committee met Aug. 1.

Here are the minutes provided by the committee:

Chair Scott Danielson called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Peterson, Scott Danielson, Justin York

Members absent: Dan Baumgartner

Staff present: Dan Barber, Chief Hollinger and Corine Hughes

Motion to allow Justin York to participate electronically due to a work emergency made by Mayor Peterson. Second by Mr. Danielson. Motion approved.

APPROVAL OF JULY 18, 2022 ADMINISTRATION MINUTES

Motion to approve made by Mr. York. Second by Mr. Danielson. Minutes approved, 2-0.

PUBLIC COMMENT

None.

MAYOR PETERSON

None.

COMMUNITY DEVELOPMENT, SCOTT DANIELSON

Mr. Danielson asked Ms. Diduch for an update on the downtown Rockton branding and website. Ms. Diduch responded that the first branding meeting with the consultant and business owners is scheduled for August 9, and the website work should begin shortly. She added that website’s photographer came to the most recent River Market where the Village had record 1,000+ attendance.

Mr. Danielson gave an update regarding the Sonoco property and discussions with a potential buyer.

PUBLIC SAFETY & LEGAL, JUSTIN YORK

A brief discussion ensued regarding the IT services meeting scheduled for the following day.

Mr. York discussed Res. 2022-122: Authorizing a Services Agreement with Flock Group, Inc. Chief Hollinger briefly discussed the stationary license plate reader system. He stated it is a two year Agreement, and Walmart is giving the Village a grant to purchase one of the four cameras.

Mr. York then discussed the purchase requisition for Enterprise Fleet Management for three police Vehicles: a 2022 Dodge Durango for $37,824.90, a 2022 Chevrolet Colorado for $21,000, and a 2022 Dodge Charger for $22,300.45. Chief Hollinger stated there is a limited ordering window, the Village needs to meet the requirements of its contract, and realistically, these vehicles will not have to be purchased until the next fiscal year. Ms. Hughes gave a breakdown of the financials of the vehicles being sold, and she is confident that these are the highest prices.

ADMINISTRATION, DAN BAUMGARTNER

Mr. Danielson discussed Ord. 2022-19: Approving Amending Video Gaming Terminal Fees. Mayor Peterson and Ms. Hughes stated the fee would rise from $25 to $250, and there are approximately 30 machines.

CHIEF OF POLICE, MATT HOLLINGER

Chief Hollinger stated Sgt. Dean Camacho is retiring on Aug. 19. He briefly discussed some recent promotions in the department and the need to hire two more officers.

PLANNING & DEVELOPMENT ADMINSTRATOR, TRICIA DIDUCH

Ms. Diduch discussed the circumstances regarding Ord. 2022-20: Amending Section 92.027 Regarding Garbage. She stated she would not be looking to enforce it unless a complaint was lodged with the Village. She added that Poplar Grove approved an ordinance requiring garbage cans to be out of sight, but she stated she did not think it was necessary to modify the way the entire Village stores its garbage as a result of one neighbor war. Mr. York expressed concern that this would hinder special event garbage, and Ms. Diduch replied that this is written to apply to residential and commercial properties. Mayor Peterson added that he thinks it is terrible that the Village has to pass an ordinance to do this.

Ms. Diduch then gave an update regarding reviewing the corner fence regulations. Mayor Peterson added that he will be meeting with South Beloit and Roscoe to discuss ATV regulations.

Motion by Mr. York, second by Mr. Danielson to adjourn at 5:53 pm. Motion approved, 2-0.
