C. Acceptance of the Journal

1. Journal of Proceedings for the Special City Council meeting held on June 26, 2023.

Alderman Beach moved to accept the Journal of Proceedings for the Special City Council meeting held on June 26, 2023, seconded by Alderman Torina. MOTION PREVAILED with a unanimous voice vote (Alderman Wilkins was absent).

III. OATH OF OFFICE ADMINISTERED TO ALDERMAN BAILEY

Legal Director Nicholas Meyer administered the Oath of Office to Thirteenth Ward Alderman Bailey and then he congratulated him on his appointment.

Alderman Bailey thanked his family for their support and Mayor McNamara for the opportunity to serve the citizens of the Thirteenth Ward. Alderman Bailey then took his seat and joined the meeting.

V. PUBLIC SPEAKERS

1. Pastor William Martin spoke in favor of the Barber Colman Redevelopment Agreement and encouraged the council members to reestablish hope for the South Main corridor, the Fifth Ward and the west side of Rockford, Illinois by transforming 20 acres of blight into a new development.

2. Valerie Hanserd, Winnebago County Board Member, voiced her support for the redevelopment of the Barber Colman campus. She urged the council members to vote in favor of this project which she believed would help revitalize the Fifth Ward and bring more businesses to that area.

3. Paul Nolley, Director of Project First Rate, explained the purpose of Project Labor Agreements and he spoke about the benefits of PLAs and how they help protect both the developer and the labor work force.

4. Wally Haas, Executive Director of Transform Rockford, expressed his desire to see Rockfordians unite together, welcome development and build a better community for all residents.

5. Christina Valdez voiced her support for the Barber Colman Redevelopment project and she spoke against a Project Labor Agreement.

All properties in R-1, Single-Family Residential Districts with gravel driveways and/or gravel parking lots legally established shall conform to the regulations contained in Section 50-013-A of this Ordinance by November 1, 2024. All properties in any other Residential Districts (RE, R-1U, R-2, R-3, and R-4) and Commercial Districts with gravel driveways and/or gravel parking lots legally established shall conform to the regulations contained in Section 50-013-A of this Ordinance by November 1, 2023. Nothing in this provision allows illegally established nonconforming parking lots and driveways to remain (City of Rockford/Applicant). Subject to conditions. Alderman Logemann moved to amend the committee report to add the following provision to Sec. XVII(D) of the proposed Redevelopment Agreement with J. Jeffers for the Barber Colman Campus: The developer will sign a Project Labor Agreement acceptable to the Northwestern Illinois Building Trades covering all construction to be performed on the project.

Alderman Bonne seconded the motion. MOTION PREVAILED with a roll call vote of 7 to 6 (Aldermen Durkee, Torina, Prunty, Rose, Meeks and Bailey voted "No" and Alderman Wilkins was absent).

Mayor McNamara indicated the committee report, as amended, would be held out because the developer has not agreed to the amendment to the contract.

Mayor McNamara congratulated Owen Carter, Deputy Director of Program Operations for the Health and Human Services Department, on his recent appointment to the Rockford Park District Board.

B. Alderman Prunty

Alderman Prunty expressed her appreciation to everyone that participated in the recent Sixth Ward meeting.

Alderman Prunty shared the House of God Church was currently holding their camp in the Sixth Ward.

Alderman Prunty announced Bookerfest would take place on July 15, 2023 at Booker Park.

Alderman Prunty announced State Representative Maurice West was hosting a Town Hall meeting on Tuesday, July 18, 2023.

Alderman Prunty mentioned New Fellowship Missionary Baptist Church was planning a Back to School event on July 29, 2023.

Alderman Prunty shared St. Edward's Church would be holding their Summerfest on July 30, 2023.

Alderman Prunty announced the Eight Ward has a Multicultural Festival planned for September 9, 2023.
