II. COMMITTEE REPORTS 

1. Pre-Annexation Agreement for 5426 and 54xx 35th Street

Ald. Bonne asked if the agreement will encompass single-family homes. Scott Capovilla, Planning and Zoning Manager explained that this is a solar project. However, the land will be zoned R-1, and may have single-family homes constructed on the subject property in the future.

RESULT: APPROVED BY COMMITTEE [UNANIMOUS]

2. 5426 and 54xx 35th Street

Zoning Board of Appeals recommends approval of a Special Use Permit for the installation of a solar farm (freestanding solar panels) in an R-1, Single-Family Residential Zoning District at 5426 and 54xx 35th Street (Rockford Solar Farm, LLC/Applicant)

The Committee had no questions regarding this item. A MOTION was made by Ald. Wilkins to SUSTAIN ZBA. The motion was SECONDED by Ald. Barrios.

Approval is subject to the following conditions:

1. Meet all Building and Fire Codes.

2. Submittal of Building Permits for Staff review and approval.

3. Submittal of a detailed site plan for Staff’s review and approval.

4. Submittal of Fence Permit for Staff review and approval.

5. Submittal of a Solar Facility Decommissioning Plan that shall include an escrow account for the decommissioning of the project for Staff’s review and approval.

6. The “Warning Signage” on the perimeter security fencing shall have all lettering be indelible and at least 1” high.

RESULT: SUSTAINED

III. ADJOURN
