Village of Winnebago Board of Trustees met August 13.

Here is the minutes provided by the board:

The Board of Trustees of the Village of Winnebago met at 7:00 p.m. with President Frank Eubank, Jr. presiding.

Roll Call:

Gaines – Kimes – Maligranda – Mckinnon – present

Graham – absent

Guests: Attorney Mary Gaziano, Chief Stockburger, Sally Bennett, Chad Insko, Glenn Trommels, Mike Weerda, Chuck McDonald, Sue McDonald, Michele McDonald, Lori Schultz, Joy Parlapiano, Rick Yates, and Seth Gronewold.

President Eubank introduced Joy Parlapiano, the new Village Deputy Clerk. She will be replacing Lori Schultz, who is retiring. The Board and guests welcomed Joy and wished her well in her new position.

There was no disclosure of any conflict of interest.

The following items were removed from the Agenda:

Item F. 2 Police Software was moved to after public comment

A motion was made by Mr. Kimes, seconded by Mrs. Gaines, to accept the agenda as amended. Motion carried on a voice vote.

A motion was made by Mr. Mckinnon, seconded by Mr. Maligranda, to accept the consent agenda as amended. Motion carried on a unanimous roll call vote of those present.

Public Comment:

Based on request the Board agreed to close Benton Street from Main to Soper and Main Street from Elida to Benton for the Family Festival from 9:00 a.m.-3:00 p.m. on October 27, 2018. Public Works will provide the necessary barricades. The Chamber will need to contact the businesses in the area of the closing.

Committee/Department Reports/Requests:

F. Police

2.Chief Stockburger introduced Glenn Trommels, the Information Technology representative for Rockford. He explained that the present police software will no longer be supported by the vendor. After much study and review, they have recommended a Shared Records Management System between Rockford, Winnebago County, and the area Police Departments. It is hoped the details can be worked out and those departments who want to join will finalize such that a contract can be signed in October 2018. The Board asked questions and made a request that a Governance Model be included.

1. Mr. Mick Gronewold’s monthly report was provided in the Board packet.

Mr. Seth Groenwold noted that the RRWRD sewer project on Soper Street is moving along and soon the Village water project will continue.

C. Community & Economic Development Committee/4th Of July

Team/WIPC

1. President Eubank noted that the 4th of July Family Fest will return in 2019. A motion was made by Mr. Kimes, seconded by MR. Maligranda to authorize the President to execute the contract with CAM Music subject to review by the Village Attorney. Motion carried on a unanimous roll call vote of those present.

2. Based on Committee recommendation a motion was made by Mrs. Gaines, that any Village employee or independent contractor hired by the Village using his or her personnel vehicle for Village business wherein contact is to be made with a resident or business, shall be required to affix appropriate magnetic signage issued by the Village identifying the Village of Winnebago, and carry and produce the Village issued individual badge at the time of contact with a respective individual or business, except in the case of an emergency. Village Police Officers shall be exempt from this requirement based on the nature of their duties as Police Officers.

After discussion this motion was amended by Mrs. Gaines, seconded by Mr. Kimes to say “affix or display appropriate magnetic signage” and that this requirement will be included in the employee handbook (which the employee will acknowledge) and will be included in an Ordinance to be drafted by the Village Attorney. This requirement will be effective when the Ordinance is signed by the Village President. Motion carried on a unanimous roll call vote of those present.

D. Village Attorney

1. A motion was made by Mr. Mckinnon, seconded by MR. Maligranda to adopt Ordinance 2018-14

An Ordinance for the Submission to Public Referendum the Question of Whether the Prohibition of the Sale at Retail of Alcoholic Liquor Shall be Continued in the Village Of Winnebago, to be Voted Upon at the General Election to be Held in and for the County of Winnebago on the 6th Day of November, 2018.

Motion carried on a unanimous roll call vote of those present.

Attorney Gaziano reminded everyone the Village can only provide factual information on this matter and not take a stand.

2. The Attorney’s project list was provided in the Board packet.

F. Police

1. The National Night Out was a successful event attended by about 200 people.

G. Administration Team/Clerk

H. President

1. The President has talked with Julie O’Rourke about completing the open Trustee term and she is considering the appointment.

2. The President’s report was provided in the Board packet.

3. The 9-1-1 consolidation is still an open issue. There is a study being done which will assist with the discussions. It would be important to have governance in the system if we participate.

4. The new Employee Handbook is almost complete. It is hoped the manual will be available for the September meeting.

3rd place: #14 – Snoopy, Scott and Peggy Tell

New Business:

Attorney Gaziano said in a preliminary review of the CAM contract she feels it should be an annual contract.

Based on information provided by Mrs. Bennett the interest rate on the Illinois Funds is the highest she has seen.

A motion was made by Mrs. Gaines, seconded by Mr. Mckinnon to adjourn at 8:40 p.m. Motion carried on a voice vote.
