City of Carlyle Finance Committee met June 8.

The meeting was called to order by Chairman Don Perez at 6:30 p.m. at Case Halstead Library located at 550 6th Street and via Zoom. Committee members present included Don Perez, John Hodapp, and Kent Newkirk. Others present included Rita Jurgensmeyer, Chief Mark Pingsterhaus, Scott Diekemper, Michael Jansen, Shannon Petrea, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.
After reviewing the minutes from the May 26, 2020 meeting, Kent Newkirk made a motion to approve the minutes. John Hodapp seconded the motion. After a voice vote, all were found in favor.
The first item on the agenda was the approval of claims. After reviewing the claims, John Hodapp made a motion to approve the claims. Kent Newkirk seconded the motion. After a voice vote, all were found in favor.
The second item on the agenda was old business. John Hodapp asked about putting liens on landlords for utilities unpaid by renters. Andy stated that Joe Heiligenstein had researched this and said that it is in our code that we can make landlords responsible for renters’ unpaid utilities. The Committee agreed that it would like to see landlords notified once the renter is two months behind. Andy also stated that IMEA has recommended not doing shutoffs but has added that it is up to the discretion of the municipality. Andy then explained that since our utilities are public owned, the City can disconnect for unpaid utilities. The governor’s order only stated that private owned utility companies may not disconnect for unpaid utilities.

The Committee did not enter executive session so there were no executive session items on which to vote.
With no further business to discuss, Kent Newkirk made a motion to adjourn. John Hodapp seconded the motion. Finding all in favor, the meeting was adjourned at 6:39 p.m.
