City of Carlyle Street and Alley Committee met June 16.
Here is the minutes provided by the committee:
The meeting was called to order by Chairman John Hodapp at 4:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231 and via Zoom. Committee members present included John Hodapp, Logan Speiser, and Scott Diekemper (via Zoom). Others present included Travis Huels, Joe Behrman, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.
After reviewing the minutes from the April 8, 2020 meeting, Logan Speiser made a motion to approve the minutes. John Hodapp seconded the motion. After a voice vote, all were found in favor.
The first item on the agenda was the culvert at 1350 13th Street. Andy stated that this culvert is worse now than it was the last time it was brought in front of Street and Alley. It has definite issues, but since no one knows who was responsible for installing the culvert it is not clear who should be responsible for the repairs or its replacement. The City does not have an easement for the culvert. Ten percent of the culvert lies on Carlyle High School property, 70 percent lies on Travis Huels’s property, and 20 percent lies on Shell’s property. Shell and the school’s superintendent were invited to the meeting but were unable to attend. After some discussion, it was determined that Travis Huels should address the school board. Andy Brackett will also facilitate a meeting between the three parties involved to help find a resolution. Although it was determined a civil matter between the parties involved, the City could possibly supply equipment and labor if the culvert is replaced. No motions were made.
The second item on the agenda was the placement of a No Outlet sign located at the intersection of Deer Circle and Randolph Streets. Andy stated that the resident who resides at 944 Deer Circle has requested that a No Outlet sign be placed at this intersection to make motorists aware that the street does not go through. The Committee agreed that the sign could be placed at the intersection. Andy will speak with the resident at 911 Deer Circle Drive about placing the sign in the corner of his yard. No motions were made.
The third item on the agenda was old business. A discussion was held on surfacing issues on Krebs Hill that have popped up since the resurfacing project. The problems that do not meet the specs of the project will be fixed. Any problems that cannot be fixed may be taken off the tonnage used for the project. Andy Brackett and Joe Behrman will meet with the asphalt company about repairing the problems that are within the specs.
The fourth item on the agenda was new business. Joe Behrman stated that street edges are being cut in preparation of street oiling that will be held on July 22nd and 23rd. Mayor Smith asked if it was possible to cut ditches in alleys where it is obvious that there used to be ditches. She also asked that the gator not be driven down the sidewalk when spraying sidewalks for weeds.

The Committee did not enter executive session so there were no executive session items on which to vote.
With no further business to discuss, Logan Speiser made a motion to adjourn. Scott Diekemper seconded the motion. Finding all in favor, the meeting was adjourned at 5:20 p.m.
