City of Carlyle Employee Concerns Committee/City Council met April 26.

Here is the minutes provided by the committee:

Call to Order/Roll Call

The meeting was called to order by Chairman Don Perez at 6:40 p.m. at Case Halstead Library located 550 6th Street, Carlyle, IL 62231. Committee members present included Don Perez, John Hodapp, and Kent Newkirk. Others present included Dave Miller, Mark Pingsterhaus, Joe Behrman, Mike Meskil, Brandon Pieron, Bruce Hilmes, Mike Jansen, Scott Diekemper, Shannon Petrea, Mayor Judy Smith, Andy Brackett, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes from the April 12, 2021 meeting, Kent Newkirk made a motion to approve the minutes. John Hodapp seconded the motion. After a voice vote, all were found in favor.

Bolk Lien Discussion

Andy informed the Committee that he and Mayor Smith recently met with Jim Bolk about the liens on the property he has in town. Mr. Bolk is asking that the City drop the liens on his property. He believes that the City is subordinate to banks that he borrowed from, therefore, the City will not receive any money from the sale of the property. Mr. Bolk is not offering any financial consideration to the City for dropping the liens. Andy is having Joe Heilgenstein investigate whether the City is subordinate to any banks on the liens. No motions were made.

There was no old business.

New Business

Andy stated that he will resume budget reviews once the new Council is seated.

Vote on Executive Session Items

The Committee did not enter executive session so there were no executive session items on which to vote.

Adjournment

With no further business to discuss, Kent Newkirk made a motion to adjourn. John Hodapp seconded the motion. Finding all in favor, the meeting was adjourned at 6:50 p.m.
