City of Carlyle Employee Concerns met Aug. 25.

Roll Call/Call to Order
The meeting was called to order by Chairman Shannon Petrea at 5:31 p.m. at Case Halstead Library. Committee members present included Shannon Petrea, Scott Diekemper, and Bruce Hilmes. Others present included Charley Ferguson, Chris Voss, Cody Smith, Andy Brackett, and Martha Reinkensmeyer.
Approval of Minutes
After reviewing the minutes from the August 2, 2021, meeting and August 9, 2021, meeting, Scott Diekemper made a motion to approve both sets of minutes. Shannon Petrea seconded the motion. After a voice vote, all were found in favor.
Enter Executive Session
Scott Diekemper made a motion at 5:32 to enter executive session to conduct contract negotiations with Street and Alley employees, review park director applications, and to review executive session minutes.
Vote on Executive Session Items
Contract Negotiations – Street and Alley
Bruce Hilmes made a motion to recommend to Council the proposed changes listed below to the Street and Alley contract. Scott Diekemper seconded the motion. After a voice vote, all were found in favor.
Contract length of three years with the contract running from October 1, 2021 through October 1, 2024.
Article 1, Section 1 – Residency must be within 13 miles of City of Carlyle as long as it is within Clinton County. Residency must be in place within one year and 60 days of hire date.
Article 3, Section 7 – This section was removed.
Article 12, Section 1 – 2.5 percent raise each year for three years.
Add Article 12, Section 5 - Longevity Pay Stipends
o 5 years - $250
o 10 years - $500
o 15 years - $750
o 20 years - $1,000
o 25 years - $2,500
Review Executive Session Minutes
Scott Diekemper made a motion to approve and keep closed the minutes listed below. Bruce Hilmes seconded the motion. After a voice vote, all were found in favor.

Review Park Director Applications
It was determined to extend the opening a few more weeks in hopes of getting more applicants. Andy will also post the position in more places. No motions were needed.

New Business
Andy stated that a couple of the park kids will be working a few evenings at the Water Department doing some painting and other non-union jobs. The Committee asked for COVID pay to be discussed at the next Council meeting.

With no further business to discuss, Bruce Hilmes made a motion to adjourn. Scott Diekemper seconded the motion. Finding all in favor, the meeting was adjourned at 7:45 p.m.
