City of Carlyle Water & Sewer Committee/City Council met Oct. 28.

Here are the minutes provided by the council:

Call to Order/Roll Call

The meeting was called to order by Chairman Scott Diekemper at 5:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Scott Diekemper, Mike Jansen, and Don Perez. Others present included Mayor Judy Smith, Brandon Pieron, Andy Wennerstrom, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes from the April 5, 2021, meeting, Mike Jansen made a motion to approve the minutes. Scott Diekemper seconded the motion. After a voice vote, all were found in favor.

Tap-ons Ridge Street Sewer

Brandon stated that Visu-Sewer has been lining the sewers on Ridge Street between 10th and 5th Streets. Visu-Sewer has asked if all the sewer taps should be cut open, including the ones with empty or abandoned lots. Everything that is currently in use will be cut open but cutting open the empty lots defeats the purpose of Visu-Sewer lining the sewer. Cutting through the lining at a later date to open the taps would be very costly. Visu-Sewer would charge between $1,500 to $1,800 to cut through the lining. Excavation costs could cost anywhere between $200 to $4,900. Brandon stated that he spoke with some individuals wanting to eventually put new structures on the empty lots. They have asked that the existing taps on those lots be left open. A lengthy conversation was held as to whether the taps should be left open or closed. It was determined that Mayor Smith would speak with Joe Heiligenstein to determine if there were any legal ramifications closing the taps on abandoned or empty lots with no current structure on them. She would also call HMG to see what other municipalities have done in this situation. It was also determined that Mayor Smith would speak to Joe Heiligenstein about changing the policy for sewer taps and water meters when putting in a new structure. The new ordinance would state that any structure built or moved onto any lot will have to have a new sewer tap and a new designated water meter to each structure. Another meeting will be held once Mayor Smith speaks to Heiligenstein. No motions were made.

With no further business to discuss, Don Perez made a motion to adjourn. Mike Jansen seconded the motion. Finding all in favor, the meeting was adjourned at 6:22 p.m.
