City of Carlyle Finance Committee met Jan. 23.

Here are the minutes provided by the committee:

Call to Order/Roll Call

The Finance Committee meeting was called to order by Finance Committee Chairman Don Perez on January 23, 2023, at 6:45 p.m. at the Case Halstead Library located at 550 6th Street, Carlyle, Illinois 62231. Committee members present were Committee Chairman Don Perez, Alderman Jeff Taylor, and Alderman John Hodapp. Others present were Mayor Judy Smith, City Administrator Brad Myers, Aldermen Tammy Peters, Jim McClaren, Scott Diekemper, Mike Jansen, and Bruce Hilmes, Chief of Police Mark Pingsterhaus, and City Clerk Rita Jurgensmeyer.

Approval of Minutes

A motion was made by Alderman John Hodapp and seconded by Alderman Jeff Taylor to approve the minutes from the January 9, 2023, minutes. The minutes were approved by voice vote.

Approval of Claims

Alderman Don Perez presented the claims against the city. Alderman John Hodapp made a motion to approve the claims and it was seconded by Alderman Jeff Taylor. The motion was approved by voice vote.

Permission to Purchase New Police Vehicle

Chief of Police Mark Pingsterhaus spoke about the police fleet program. He said since they started the police fleet program, they haven’t received less than $10,000.00 for an old police car. He said it has worked better to sell the cars outright as opposed to sealed bids. The last vehicle they purchased took over a year to receive it. He said since the last truck took so long to get, they are a year behind with purchasing new vehicles. If they don’t buy something in the current budget year they will be two years behind. Chief Pingsterhaus said they were behind and they way they caught up was the city bought one vehicle and he bought another out of the drug fund, but he wouldn’t be able to do this again because there isn’t enough money in the drug fund. He went to the two state bid dealers, the Ford state bid dealer, and the Ram state bid dealer. One is in Carlinville and the other around Litchfield. Chief Pingsterhaus said the Ford Explorer was $39,785.00 with a couple additions it would be around $40,700.00. Victory Lane out of Carlinville has two Dodge Rams that are identical to Mike Lane’s truck. He talked about it with the police committee and striping wouldn’t work on this truck. The only thing that would work is ghost stripping. Ghost stripping is only visible at night when lights are shown on the vehicle. The Ram truck comes in at $40,859.00. This is up from what the committee approved. They approved $40,793.00. He spoke to the owner of Victory Lane, and he said the fees went up $66.00. The police committee decided to go with the Dodge Ram truck. Chief Pingsterhaus said that the truck will have a higher resale price. Discussion was held concerning what is included in the cost of the truck.

Alderman John Hodapp made a motion to take the purchase of a Dodge Ram truck at a cost of $40,859.00 to the council for approval. Alderman Jeff Taylor seconded the motion, and it was approved by voice vote.

Adjournment

At 6:50 p.m. a motion to adjourn was made by Alderman John Hodapp. The motion was seconded by Alderman Jeff Taylor and was approved by voice vote.
