City of Carlyle Finance Committee met Feb. 27.

Here are the minutes provided by the committee:

Call to Order/Roll Call

The meeting was called to order on Monday, February 27, 2023, at 6:31 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Don Perez, John Hodapp, and Jeff Taylor (arrived at 6:35 pm). Others present included Keith Housewright, Mark Pingsterhaus, Scott Diekemper, Mike Jansen, Rita Jurgensmeyer, Tammy Peters, Mayor Judy Smith, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes from the February 13, 2023, meeting, John Hodapp made a motion to approve the minutes. Don Perez seconded the motion. After a voice vote, all were found in favor.

Approval of Claims

After reviewing the claims, John Hodapp made a motion to approve the claims. Don Perez seconded the motion. After a voice vote, all were found in favor.

Approve Quote for Construction of Police Department Parking Lot

Chief Pingsterhaus stated that there are several parking issues at the Police Department, and he is wanting to add on to the existing parking lot. There is $65,000 in the budget for a Sally Port and he would like to use this money for the parking lot. The new lot would be concrete, as concrete is currently cheaper than blacktop. The addition would double the size of the current parking lot. Two quotes were received from Kracht Land Improvement and Affordable Concrete Stamping, Inc. The quote from Kracht Land Improvement for the parking lot addition, including cutting ditches, is $67,000.00. The quote from Affordable Concrete Stamping, Inc.is $66,500.00. It does not include cutting ditches. John Hodapp made a motion to recommend that Council approve Kracht Land Improvement’s quote for $67,000.00 Jeff Taylor seconded the motion. After a voice vote, all were found in favor.

Moons Suds & Slots TIF Agreement

Mayor Smith stated that Council previously approved the TIF agreement for Moons Suds & Slots. The TIF agreement has an 80/20 split. She asked that the Committee recommend the ordinance for the TIF agreement to Council for approval. John Hodapp made a motion to recommend that Council approve the ordinance for the Moons Suds & Slots TIF Agreement. Jeff Taylor seconded the motion. After a voice vote, all were found in favor.

The Committee did not enter executive session.

Adjournment

With no further business to discuss, John Hodapp made a motion to adjourn. Jeff Taylor seconded the motion. Finding all in favor, the meeting was adjourned at 6:39 p.m.
