City of Carlyle City Council met July 24.

Here are the minutes provided by the council:

Due to the absence of Mayor Judy Smith the Carlyle City Council was called to order by City Clerk Rita Jurgensmeyer, at 7:06 p.m. at the Case Halstead Library, 550 6th Street, Carlyle, IL.

Alderman Jeff Taylor made a motion to appoint Alderman John Hodapp as mayor pro tem. The motion was seconded by Alderman Mike Jansen and was approved by roll call vote. Aye: Jim McClaren, Scott Diekemper, Jeremy Weh, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Nay: John Hodapp.

The meeting opened with the Pledge of Allegiance.

Aldermen present were Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, and Bruce Hilmes. Alderman Tammy Peters was absent

City employees present were City Administrator Brad Myers, Kevin Rolfingsmeyer, Chief of Police Mark Pingsterhaus, and City Clerk Rita Jurgensmeyer.

Others present were Kelly Ross, Matt Wilson, Sylvia Henken, and Randall Warnecke.

Alderman Jeff Taylor made a motion to approve the minutes from July 10, 2023. Alderman Bruce Hilmes seconded the motion, and it was unanimously approved by roll call vote. Aye: Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, and Jim McClaren. Nay: none.

Alderman Jeremy Weh made a motion to approve the transfers from Fund 1 General Fund to Fund 4 Police for $105,000.00, Fund 16 Retirement for $30,000.00, Fund 17 Parks for $40,000.00, Fund 18 Playground for $45,000.00, Fund 19 Social Security for $30,000.00, and Fund 20 Library for $30,000.00, for a total of $280,000.00. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeremy Weh, John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Jim McClaren, and Scott Diekemper. Nay: none.

Alderman Jeremy Weh made a motion to approve the payment of the claims against the city. The motion was seconded by Alderman Jeff Taylor and was unanimously approved by roll call vote. Aye: John Hodapp, Jeff Taylor, Mike Jansen, Bruce Hilmes, Jim McClaren, Jeremy Weh, and Scott Diekemper. Nay: none.

City Clerk Rita Jurgensmeyer reminded the council that next month will be the time to approve and review the executive session minutes and they will be available at the city hall for review.

City Administrator Brad Myers complimented the city employees for the work done on the Clinton County fair parade.

Sylvia Henken spoke during public comments asking about the zoning change at the Legion building. City Administrator Brad Myers told her that he spoke to City Attorney Joe Heiligenstein, and they discovered that they cannot change the zoning to multi-family due to the code saying that for this zoning it must be three acres. The City Attorney is looking for a way to change this.

Kevin Rolfingsmeyer reported for the Electric Department saying that the Lakeside Villas primary is in, and they are just waiting for secondaries to the buildings. They will be starting the park project for the pool tomorrow. They will be adding a three-phase service. He spoke with IMEA and on September 16th they can have engines eight and nine out of service for the upgrading that needs to be done. City Administrator Brad Myers added that they purchased a metal lathe for $1,000.00 that Kurt Sheathelm will be using to make parts for the city.

City Administrator Brad Myers explained that the Finance Committee approved sending to the council waiving competitive bidding and approving repair quotes for the power plant building. He said that Randy Warnecke explained to the Finance Committee the work that would be done. He submitted a bid for the interior work of $73,240.00 and the exterior $169,793.00.

Alderman John Hodapp made a motion to waive competitive bidding and approve the quote for the repair project at the power plant. Alderman Jeff Taylor seconded the motion, and it was unanimously approved by roll call vote. Aye: Jeff Taylor, Mike Jansen, Bruce Hilmes, Jim McClaren, Scott Diekemper, Jeremy Weh, and John Hodapp. Nay: none.

Chief of Police Mark Pingsterhaus explained the quote received for the body and in car cameras. This has been approved to send to council by the Finance Committee. The quote for a five-year contract with Axon is $53,078.90 for the body cameras. The other quote for six in-car cameras is $91,645.20.

Alderman Jeff Taylor made a motion to approve the quote for the body cameras and the in-car cameras and to waive competitive bidding. Alderman Scott Diekemper seconded the motion, and it was unanimously approved by roll call vote. Aye: Mike Jansen, Bruce Hilmes, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, and Jeff Taylor. Nay: none.

City Administrator Brad Myers said that he has sent out the RFQ for the new city hall/council chambers. It is in the paper, the website, and Facebook. The quotes are due August 22nd. City Administrator Brad Myers is conducting an open house on July 31st for any potential bidders to look at the project.

At 7:20 p.m. a motion to adjourn was made by Alderman Jeremy Weh and Alderman Mike Jansen seconded the motion, and it was unanimously approved by roll call vote. Aye: Bruce Hilmes, Jim McClaren, Scott Diekemper, Jeremy Weh, John Hodapp, Jeff Taylor, and Mike Jansen. Nay: none.
