City of Carlyle Finance Committee met Aug. 14.

Call to Order/Roll Call
The meeting was called to order by Chairman Jeremy Weh on Monday, August 14, 2023, at 5:45 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Jeremy Weh, John Hodapp, and Jeff Taylor (arrived at 6 p.m.). Others present included Jim McClaren, Mike Jansen, Bruce Hilmes, Brad Myers, Mayor Judy Smith, and Martha Reinkensmeyer.
Approval of Minutes
After reviewing the minutes from the August 7, 2023, meeting, John Hodapp made a motion to approve the minutes. Jeremy Weh seconded the motion. Jeff Taylor was absent for this vote. After a voice vote, all were found in favor.
Approval of Claims
After reviewing the claims, John Hodapp made a motion to approve the minutes. Jeremy Weh seconded the motion. Jeff Taylor was absent for this vote. After a voice vote, all were found in favor.
Carlyle in Bloom – Invoice for Flowers/Soil
Brad explained that an invoice was received from Mioux Florist for the flowers used throughout town by Carlyle in Bloom. The City has paid this bill in the past. A discussion was held as to whether a limit should be put into place going forward. After the discussion, Jeremy Weh made a motion to pay the invoice from Mioux Florist in the amount of $3,546.95. John Hodapp seconded the motion. Jeff Taylor was absent for this vote. After a voice vote, all were found in favor.
Partnership with Christmas in Carlyle Ladies
Brad explained that the Christmas in Carlyle Ladies are preparing for Santa’s cottage and have requested $3,000 from the City for the preparations. John Hodapp made a motion to recommend that Council give the Christmas Ladies $3,000 for Christmas in Carlyle. Jeremy Weh seconded the motion. Jeff Taylor was absent for this vote. After a voice vote, all were found in favor.
Approve Water Meter Purchase
Brad stated that the new meters are for the main lift station. There are three meters total at a cost of $27,377.77. They will help to better monitor the Dam West campground. John Hodapp made a motion to approve the purchase of the meters. Jeremy Weh seconded the motion. Jeff Taylor was absent for this vote. After a voice vote, all were found in favor.
New Pool Financing
Brad explained that while the sales tax will help pay for the pool, it will not provide the sole funding. A conversation was then held on purchasing bonds and the cost of bond payments. If purchased, the bond payments would be approximately $480,000 per year. A discussion was held on which funds could be used to make these payments. John Hodapp expressed concerns about putting the city into financial straits for the new pool. No motions were made.

New Business
Mayor Smith stated that the Water Department has about 600 feet of water line that was purchased for the proposed sports complex several years ago. It has sat in the weather all this time and the gaskets are no longer usable. Brandon Pieron was approached by a plumber who is interested in buying the pipe. It was the consensus of the Committee to allow him to sell the pipe.

Executive Session
John Hodapp made a motion to enter executive session to discuss the purchase of real estate. Jeff Taylor seconded the motion. After a voice vote, all were found in favor. The Committee entered executive session at 6:24 p.m. The Committee exited executive session at 6:31 p.m. No motions were made.
Adjournment
With no further business to discuss, John Hodapp made a motion to adjourn. Jeff Taylor seconded the motion. Finding all in favor, the meeting adjourned at 6:31 p.m.
