A. Quarterly Investment Report 6/30/2023

Director Hagerty stated PFM Asset Management regularly provides investment account performance and policy compliance information to staff. At the conclusion of the quarter, consumer spending continued to be strong, while inflation trended slightly lower, it is still well above the Fed’s target. The portfolio performance is listed at the bottom of the first page of the memo. Interest earned on the Core Account over $200,000 in the first quarter, the change in the Market Value is a decrease. The Short Term Account and MFT Account are both performing well. The portfolio is within the policy requirements for diversification, maximum maturities and sustainable investing.

B. Change Order: Pioneer Deck Maintenance Repairs to Hammer Construction, of East Dundee, Illinois.

Original amount: $386,845.00

Change order: $ 30,105.00

Total amount: $416,950.00

During repairs of the Pioneer Deck some unforeseen additional work was needed to complete the project. Work consisted of additional concrete repair work, expansion joints and sealant. The funding source is American Rescue Plan Act (ARPA).

IV. RESOLUTIONS

A. 2023-174-R - Approval of the Award of Bid: Millennium Fountain Renovation to Strenstrom Excavation & Blacktop Group, of Rockford, Illinois in the amount of $536,293.30. The project is estimated to be completed in 2023. The funding source is DCEO Grant Funds ($200,000.00), City of Rockford Redevelopment Funds ($287,447.83), and Rockford Park District ($48,845.47).

Ald. Beach asked if this was the City's responsibility. Director Saunders

explained that when the fountain was originally constructed, an intergovernmental agreement was developed between the City of Rockford and Rockford Park District. Within the intergovernmental agreement there are very specific responsibilities. The City is responsible for the capital repair of the fountain and its equipment. The partner is responsible for the park infrastructure, landscaping, sidewalk, benches and decorative elements. Ald. Rose voiced his concern with the cost.

H. 2023-181-R - Approval of the acceptance of Illinois Department of Commerce & Economic Opportunity Grant Award in the amount of $1,380,999.84. The grant does not require a cost match. The grant award will provide funds to allow for the continuation of the Multi-victimization program, which provides Project Management, Front Line Crisis Navigation and Case Management to survivors of intimate partner violence who have experienced multiple victimizations. The grant funds awarded to the Mayor's Office of Domestic and Community Violence Prevention will be used to pay for costs associated with two full-time Project Managers to oversee the programs, including salary, benefits, office equipment, travel expenses and training. Grant funds will also pay for two Front Line Crisis Navigators and three Case Managers, as well as each position's salary, benefits, office equipment, travel expenses and training.

I. 2023-182-R - Approval of the acceptance of Change to Memorandum of Understanding (MOU) partner on the 2022 Grants to Engage Men and Boys as Allies in the Prevention of Violence Against Women and Girls Program. The Wright Way provided written notice of their withdrawal of partnership and participation from the grant and at the direction of the Office on Violence Against Women, the Mayor's Office of Domestic and Community Violence Prevention has updated the MOU to add Comprehensive Community Solutions, Inc. as the documented replacement partner.

J. 2023-183-R - Approval of the acceptance of Fiscal Year 2024 Illinois Department of Human Services - Greater Illinois Violence Prevention Council Coordinator Award in the amount of $114,427.00. The project period is 12 months. Awardees are eligible to request continued funding in future fiscal years. The grant award will provide funds to support a full-time employee who will organize, convene and manage the local Violence Prevention Coordinating Council (formerly the Local Advisory Council), related activities and, all administrative grant-related tasks. This position is one hundred percent grant funded and is a budget-neutral position for the City of Rockford.

Ald. Logemann spoke in favor of this item and the position the grant would fund.
